AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES
PROHIBITING THE DISCHARGE OF FIREARMS AND REGU-
LATING POSSESSION THEREOF WITHIN THE CITY AND
AMENDING THE CITY OF RANCHO PALOS VERDES MUNICIPAL
CODE
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1: Chapter 1 of Article 4 of the Rancho Palos Verdes
Municipal Code is amended by amending Section 4100 to read:
"4100. Discharge of Firearms.
11/ a. Except as otherwise provided in this chapter, it shall be
unlawful within the boundaries of the City of Rancho Palos Verdes for any
person to fire, discharge, shoot or operate or to assist or participate in
firing, discharging, shooting or operating any gun, revolver, pistol, fire-
arm, spring gun, air gun, sling, slingshot or device designed or intended
to discharge or capable of discharging any dangerous missile or any cartridge,
shell, ammunition or device containing any explosive substance designed or
intended to be used in or fired from any gun, revolver, pistol or firearm.
b. Except as otherwise provided in this chapter, it shall be
unlawful for any person, firm or corporation to cause or permit to be fired,
discharged, shot or operated any gun, revolver, pistol, firearm, spring gun,
air gun, sling, slingshot or device designed or intended to discharge or
capable of discharging any dangerous missile or any cartridge, shell, ammu-
nition or device containing any explosive substance designed or intended to
be used in or fired from any gun, revolver, pistol or firearm within the
boundaries of Rancho Palos Verdes.
c. Except as otherwise provided in this chapter, it shall be
unlawful within the boundaries of the City of Rancho Palos Verdes for any
person under the age of eighteen (18) years to have in his or her possession,
care, custody or control any gun, revolver, pistol, firearm, spring gun, air
gun, sling, slingshot or device designed or intended to discharge or capable
of discharging any dangerous missile or any cartridge, shell, ammunition or
device containing any explosive substance designed or intended to be used in
or fired from any gun, revolver, pistol or firearm.
d. Nothing in this chapter shall be deemed or construed to
prohibit in the City of Rancho Palos Verdes any person under the age of eigh-
teen (18) years from having in his or her possession, care, custody or control
any article mentioned in Subsection "c" hereof. In the event that such pos-
session, care, custody or control of such article is had with the consent of
the parent or guardian of such person and is under the direct supervision and
control of some adult person."
Section 2: The City of Rancho Palos Verdes has a firearm dis-
charge ordinance, which failed to cover discharge of spring guns, air guns,
and sling shots, and individuals are discharging such firearms near resi-
dences and streets within the City. The City of Rancho Palos Verdes has de-
veloped to the extent that it is clearly an urban area. In order to protect
the health, safety, and welfare of the community, the adoption of this
Ordinance is necessary as an urgency measure and shall become effective upon
adoption.
