ORD 060U ORDINANCE NO. 60 U
AN ORDINANCE OF THE CITY OF RANCHO PALOS
VERDES, CALIFORNIA, REGULATING COLLECTION
OF NEWSPAPERS AND PAPER MATERIALS, —AND
AMENDING THE RANCHO PALOS VERDES MUNICIPAL
CODE'., AND DECLARING THE URGENCY THEREOF
THE CITY - COUN CIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY ORDAIN AS FOLLOWS :
Section 1. Chapter 3 of Article VI of the
Rancho Palos Verdes -Municipal Code is amended by adding
Section 6310 thereto to read:
"Section 6310. Hauling of News a ers and
Waste Paper Restricted to Contract 4gents or
Permittees.
No person within the area delineated on that
certain map identified as Newspaper Collection Map
on file in the Clerk' s office in City Hall, other
than an employee of an agency or private collector
which has a contract with the City of Rancho Palos
Verdes for the collection of discarded newspapers ,
acting in the scope of .such agency or employment,
shall remove from any place or premise in this City
or transport over the public streets thereof, .any
waste or newspapers which are placed for collection
in or upon any residential, commercial or indus-
trial property within the City of Rancho Palos Verdes.
This Section does not prevent the following:
(A) A person having a valid permit as a sal-
vage collector, waste collector or other permit under
the Ordinance regulating and licensing businesses
adopting Section 6300, from removing newspaper and/
or waste paper placed in waste receptacles for col-
lection and disposal;
(B) A person from removing newspaper which
has been gathered on premises owned or controlled
by him;.
(C) The immediate removal by any person of
garbage, or newspapers which are found by the Health
Officer, Fire Marshal or Administrative Services
Officer to constitute a nuisance or a danger to the
public health, safety or general welfare; or
(D) Any nonprofit organization having a
permit issued by the City from collecting discarded
newspapers in any manner which does not conflict
with this Section or anyotherprovision of this
Code."
Section 2. The United States is suffering a
shortage of raw material. Efforts to recycle various
materials are being encouraged by government, business ,
and individuals. The City of Rancho Palos Verdes has
the opportunity to participate in a pilot program for the
collection and recycling of newspapers which, if success-
ful, could provide a model for other Cities and Counties
in California. For the purpose of the pilot project, the
collection area will be limited to a portion of the City.
Since the pilot project is to commence December 1, 1974,
immediate action must be taken to insure that the project
receives a fair test, It is therefore imperative that
the City prevent unauthorized collection of newspapers ,
It is necessary for the immediate preservation of the
public peace, health, safety, and welfare that this
Ordinance take effect at once.
