ORDINANCE NO. 10
AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES ESTABLISH-
ING A PLANNING ADVISORY COMMITTEE TO PROVIDE CERTAIN RECOM-
MENDATIONS REGARDING ZONING AND OTHER RELATED LAND DEVELOP-
MENT PROBLEMS TO THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES AND PROVIDING FOR ITS ADOPTION AS AN URGENCY
ORDINANCE.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. This City Council desires to establish a Planning Advisory Com-
mittee composed of residents of this City who will, on an interim basis, act as an
investigatory and advisory agency to and make recommendations to this City Council
regarding land use policies and the development thereof. The City Council has not
determined the exact nature and makeup of the permanent Planning Commission for the
City. The City Council recognizes, however, that prior to the time that a permanent
Planning Commission is appointed it is desirable to create an investigatory Advisory
Committee that can assist the City Council in the initial development of land use
policies for the City of Rancho Palso Verdes by carrying out such tasks as may be
provided for herein or assigned from time to time by the City Council.
Section 2. Creation of Planning Advisory Committee.
There is hereby created a Planning Advisory Committee consisting of seven (7)
persons who shall be appointed by and with the approval of a majority of the City
Council. All members of the Planning Advisory Committee must be residents of the
City of Rancho Palos Verdes.
Section 3. Term of Office.
Members of the Planning Advisory Committee shall serve for a period of 120
days from the effective date hereof unless said term is extended by formal action
of this City Council.
Section 4. Election of a Chairman.
The Planning Advisory Committee shall elect one of its members who shall act
as its Chairman and one of its members to act as Vice-Chairman who shall act in
those instances where the Chairman is not in attendance.
Section 5. Meetings and Procedures.
Regular meetings of the Planning Advisory Committee shall be held on such
days and at such locations as are determined by the City Council by resolution, and
may be adjourned from time to time as the Committee may deem appropriate. The Chair-
man of the Committee may call special meetings in the manner provided for by law.
All meetings shall comply with the requirements of the Ralph M. Brown Act and shall
be structured so as to permit the broadest exchange of viewpoints and communication
of ideas between members of the committee, members of the community, and other
interested persons.
11/ Section 6. Function.
The Planning Advisory Committee shall, in addition to preparing and recommend-
ing to the City Council a program and schedule for the development and adoption of a
General Plan for the City, and the several elements thereof, undertake an carry out
any other and additional tasks concerning the land use policies and functions of the
City as the City Council may from time to time expressly assign to it.
Section 7. Compensation.
No member of the Planning Advisory Committee shall receive any compensation
for services rendered as a member of said Committee; provided, however, that the
City may provide for reimbursement of expenses in such manner and amount as is first
approved by the City Council.
Section 8. Declaration of Urgency.
Since the development of a permanent well conceived land use policy for the
City of Rancho Palso Verdes is essential to preservation and enhancement of the
public peace, health and safety of the City, and since the creation of the Planning
Advisory Committee would greatly expedite the City's development of such a policy,
this Ordinance is therefore an urgency Ordinance necessary for the immediate preser-
vation of the public health and safety and should be effective immediately.
