ORDINANCE NO. 3
AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES
RELATING TO ZONING AND CLASSIFYING OF PROPERTY
WITHIN THE CITY OF RANCHO PALOS VERDES ON AN
INTERIM BASIS AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES ORDAIN AS
FOLLOWS :
Section 1. All properties within the boundaries of the City of
Rancho Palos Verdes are hereby zoned and classified as follows in
accordance with the Los Angeles County Zoning Ordinance adopted as
the Zoning Ordinance of this City under Ordinance. No,
(a) All properties lying within the Permit Area as that
term is defined in Public Resources Code Section 27104 are
hereby zoned and classified RA-1 (1 acre) .
(b) All properties lying outside said Permit Area are
hereby zoned and classified RA-1 (20 ,000) ,
(c) Anything to the contrary in said Zoning Ordinance
or any other ordinance of this City notwi.th_standing o no parcel
shall be of a size less than the minimum size for th..e applicable
zone.
Section 2. Any and all permits, special use permits and other
authorizations heretofore granted, made or issued pursuant to said zoning
ordinance while the area now within the City of Rancho Palos Verdes was
unincorporated territory, are hereby cancelled, annulled, revoked and
terminated.
Section 3. Notwithstanding the foregoing provisions of this
ordinance, an exception is hereby automatically granted so as to permit
any non-conforming buildings, structures and uses heretofore lawfully
established and existing at date hereof to be continued durin g the term
of this interim ordinance, upon and subject to all of the following
conditions:
(a) Any such existing use was not at the time of incorporation
of the City of Rancho Palos Verdes in violation of said Los
Angeles County Zoning Ordinance or any other ordinance, regulation,
permit or law.
(b) Only that portion of a property or properties actually
so utilized for such existing use is granted an exception by
this section from the provisions of Sections 1 and 2 of this
ordinance;
11/ (c) No existing use not in conformity with the provisions of
Section 1 hereof may be added to, extended, expanded or enlarged
(d) Preliminary preparations heretofore made for a proposed
use shall not constitute an existing use within the meaning of this
Section 3.
Section 4. Any proceedings pending before the Planning Commission
or Board of Supervisors of Los Angeles County with respect to the use of
property now within the boundaries of the City of Rancho Palos Verdes
may, on request of the applicant, be transferred to the City Counc it of
the City of Rancho Palos Verdes, and said City Council ma y hear and
determine the same without further application, if the City Council finds
that adequate notice thereof has been given or may be provided, and the
spirit of the zoning ordinance and justice would be served thereby,

Section 5. All proceedings which would come before the
Planning Commission under the provisions of said Los Angeles County
Zoning Ordinance , adopted by Ordinance No. 1, shall be heard and
determined by the City Council, and all duties and functions of
the Planning Commission under the provisions of said ordinance or
pursuant to law, are assigned to and shall be performed and discharged
by the City Council, pending the appointment of a City Planning Commission
Section 6 . Said Los Angeles County Zoning Ordinance as amended
to September 7 , 1973 , all ordinances amending the same, and Ordinance
No. 1 of the City of Rancho Palos Verdes, are amended to the extent of
any conflict or inconsistency with this ordinance. The zoning map
heretofore adopted by the County of Los Angeles, and any and all precise
plans, maps and ordinances adopting the same, are hereby superseded
and repealed to the extent of any conflict or inconsistency with this

Section 7 . If any provision of this ordinance , or any section,
subsection, sentence, or phrase hereof, is held to be invalid or unen-
forceable, the remainder of this ordinance shall not be affected
thereby. If this ordinance or any portion thereof shall be held invalid
or unenforceable in its application to any person, circumstance or
property, the application thereof to any other person, circumstance or
property shall not be affected thereby.
Section 8. The City of Rancho Palos Verdes has just become
incorporated as a general law city on this date. The City Council
intends to conduct studies forthwith, and further intends to appoint
a Planning Commission to conduct studies within a reasonable time, as
to the appropriate zoning and land use classification with respect to
all properties now within the city limits of the City. Pending such
studies, it is necessary for the immediate preservation of the public
peace, health, safety and welfare that this ordinance take effect
immediately. In the absence of immediate effectiveness, land uses
and development will be undertaken which may be in conflict with the
zoning and land use classifications which are to be studied as above
mentioned, incompatible with proposed uses of adjacent properties , and
detrimental to proper planning of the area. This ordinance is an
interim ordinance and shall expire four (4) months after date hereof
unless extended pursuant to the provisions of Section 65858 of the
Government Code.
