AMG and Associates Inc (Change Order 88)City of Rancho Palos Verdes Department of Public Works 30940 Hawthorne Blvd, Rancho Palos Verdes, CA 90275 (310)544-5252 CHANGE ORDER MEMORANDUM TO: RAMZI AWWAD, DIRECTOR OF PUBLIC WORKS FROM: ALAN BRAATVEDT, SUNBEAM CONSULTING DATE: FEBRUARY 26, 2024 SUBJECT: LADERA LINDA COMMUNITY PARK CONSTRUCTION CHANGE ORDER NUMBER: 88 (PCO 04R5) Description of Construction Change Order In accordance with ASI 05 and ASI 06 - modify the design model for metal framework associated with the roll up doors at different locations around the building to eliminate dimensional conflicts with installing the security roll up doors to the building frame. Justification It was discovered during the construction of the main building’s steel frame that a dimensional conflict/clash existed in the contract documents between the building’s outer perimeter of steel framing and the security roll-up doors to be installed after completion of the steel frame. As a result, ASI nos. 05 and 06 were issued to resolve the above-described dimensional conflict, via resizing of support beams and framing at the building door openings. However, the ASIs dictated extra work (labor, equipment, and materials) that was not accounted for in the original contract drawings or the contractor’s associated bid. As a result, a change order is necessary to account for the changes to the plans and the associated additional cost. The majority of the costs were associated with detailing (design for fabrication) expenses to implement the changes. However, the contractor had already procured some of the materials. There was also a limited amount of installation that commenced before the above-described conflict/clash was discovered. As part of the initial change order negotiation process, the Contractor issued four revisions to their PCO, wherein the City maintained its position that the prices being submitted (prior to PCO 04R5) were not reasonably priced or reflective of the City’s share of merit to the change order. Specifically, they City did not think the steel framing fabricator accounted for the extra steel framing material allowance provided in the contract, and that the hours being charged for additional steel framing detailing were excessive. As an outcome of the meeting and as reflected in PCO 04R5, the following agreements were made: 1) Contractor would revise their proposal confirming that the steel framing subcontractor account for the additional steeling framing material allowance provided for in the contract; resulting in a zero material cost for rollup door supports and associated welding. 2) Contractor would reduce hours related to drafting the steel framing fabrication drawings. Cost Analysis A detailed breakdown of labor and equipment was provided by the subcontractor Trussworks International for a total cost of $11,231.00. Reference attached Contractor’s PCO. The subcontractor’s quote has been redlined to reflect the outcome of the meet & confer process. AMG listed the cost of $11,231.00 and added 7% Overhead, 1.5% Insurance, and 1% Bond markups for a total of $12,307.50. SunBeam has estimated the cost of this proposed work and determined that the proposed costs from AMG, after removing material costs (as agreed via the above- described meet & confer process) are within 8% of SunBeam’s estimated cost. SunBeam recommends that the City authorize the costs proposed by AMG. Schedule Analysis As this change order is being authorized long after the authorized completion date for the overall project, a schedule analysis has not been performed by SunBeam for this scope of work. An analysis of the schedule impact of this work will be addressed for this work as part of a meet and confer process for overall completion of the project. This approach is consistent with the changes to the standard change order provisions as approved by the City Attorney. Enlarged floor plan A2.12A shows an HSS8x4 post at gridline K adjacent to exterior glazing between gridline 1 and 2 and at gridline K adjacent to exterior glazing between gridline 3 and 4. Described below are the terms and conditions for providing to you such notices and disclosures electronicall y through the DocuSign system. We will bill you for any fees at that time, if any.
