AMG and Associates Inc (Change Order 68)City of Rancho Palos Verdes Department of Public Works 30940 Hawthorne Blvd, Rancho Palos Verdes, CA 90275 (310)544-5252 CHANGE ORDER MEMORANDUM TO: RAMZI AWWAD, DIRECTOR OF PUBLIC WORKS FROM: DAVID COPP, DEPUTY DIRECTOR OF PUBLIC WORKS DATE: APRIL 4, 2024 SUBJECT: LADERA LINDA COMMUNITY PARK CONSTRUCTION CHANGE ORDER NUMBER: 68 Description of Construction Change Order This change order is for the cost to extend the electrical service to a revised irrigation controller location in accordance with RFI 46 and PCO 88. This change will provide complete irrigation service for the project. Justification The original contract drawings showed the irrigation controller to be located within the paved perimeter walkway of the building. Per RFI 46, the Contractor was directed to relocate the irrigation controller away from the building to a landscaped area. The changed location of the controller required additional excavation/trenching, conduit, and cable. Since this additional work (labor, equipment, materials) was not accounted for in the original contract documents or the contractor’s corresponding bid, a change order needs to be issued to account for the changes to the contract plans and associated additional costs. Cost Analysis A cost from the subcontractor (Cemas, Inc.) was provided including $239.99 for materials, $1,319.54 for labor, $959.22 for equipment use, $23.40 for sales tax, and $381.32 for markup, for a subtotal of $9,633.06. AMG included the total subcontractor cost of $2,923.47 and added 7% Overhead, 1.5% Insurance, and 1% Bond markups for a total of $3,203.68. Due to Griffin Structures’s (“Griffin”, City CM thru 12/31/23) preliminary independent cost estimate being substantially lower than the Contractor’s cost proposal, a negotiation meeting was held between the Contractor and the City to effort a mutual understanding of the scope and circumstances of extra/changed work and allow the Contractor to justify their cost basis, namely associated with hours charged. A revised independent cost analysis was prepared by Sunbeam (City CM as of 1/1/24) based on the outcome of the meeting. The outcome of the meeting revealed that Griffin had allowed approx. 3 hours to excavate the 50-foot trench, install conduits, with associated fittings, backfill and compact the trench and install the electrical conductors. Sunbeam’s independent estimate was within 3.5% of the Contractor’s. Therefore, it is recommended that the City issue the change order for the value of Contractor’s PCO 68. Schedule Analysis As this work is being authorized long after the authorized completion date for the overall project, a schedule analysis has not been performed for this scope of work. An analysis of the schedule impact of this work will be addressed for this work as part of a meet and confer process for overall completion of the project. This approach is consistent with the changes to the standard change order provisions as approved by the City Attorney.
