PC RES 2020-005P.C. Resolution No. 2020-05 P.C. RESOLUTION NO. 2020-05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES FINDING THAT THE PROJECTS AND PROGRAMS CONTAINED IN THE FY 2020-21 CAPITAL IMPROVEMENT PLAN ARE CONSISTENT WITH THE GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN WHEREAS, Sections 65103 & 65401 of the California Government Code require that the Planning Commission review the City’s Capital Improvement P lan (CIP) for its conformance with the City’s General Plan; and, WHEREAS, on June 18, 2019, the City Council adopted the FY 2019-20 CIP, which was determined to be consistent with the Goals and Policies of the City’s General Plan by the Planning Commission on March 26, 2019 per P.C. Resolution No. 2019-07; and, WHEREAS, since the 2019 Council-adoption of the CIP, changes to the funded and unfunded list of projects have been included in the FY 2020-21 CIP; and, WHEREAS, on January 22, 2020, February 26, 2020, and April 6, 2020, the Infrastructure Management Advisory Committee (IMAC) conducted public meetings and considered the proposed 2020 CIP projects and programs as part of their overall mission to provide advice to the City Council and to the Public Works Department; and, WHEREAS, on April 14, 2020, the Planning Commission considered the FY 2020-21 CIP for conformity with the City’s General Plan, and at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The proposed projects and programs identified in the FY 2020-21 CIP are consistent with the applicable Goals and Policies of the General Plan. Section 2: The proposed projects and programs in the FY 2020-21 CIP are consistent with the following General Plan Elements and Goals and Policies: A. Conservation and Open Space Element:  Design and restoration of Bubbles the Whale  Lower Hesse Park improvements (construction of potential new trails, irrigation system, landscape, benches, paved parking lot, and erosion control )  Storm drain improvements at Corsini Place  Altamira Canyon sewer & storm drain improvements P.C. Resolution No. 2020-05 B. Social Services Element:  Lower Hesse Park improvements (construction of potential new trails, irrigation system, landscape, benches, paved parking lot, and erosion control )  Repairs to the Sea Dahlia Trail and the Cave Trail C. Safety Element:  Repairs to the Sea Dahlia Trail and the Cave Trail  Eastview Park security lighting installation (parking lot and walkwa y)  PVIC lighting installation (first parking lot)  Nature Reserve Gate replacement for Burma Road Trail  Nature Reserve Gate installation for Rattlesnake Trail  PVIC security shutter replacement  PVIC indoor and outdoor restroom plumbing improvements  Civic Center storm room improvement  Pedestrian crossing and traffic light installations at Palos Verdes Drive West and Berry Hill Drive. D. Visual Resources Element:  Lower Hesse Park improvements (construction of potential new trails, irrigation system, landscape, benches, paved parking lot, and erosion control)  Repairs to the Sea Dahlia Trail and the Cave Trail  Nature Reserve Gate replacement for Burma Road Trail  Nature Reserve Gate installation for Rattlesnake Trail E. Circulation Element:  Storm drain improvements at Corsini Place  Altamira Canyon sewer & storm drain improvements  Lower Hesse Park improvements (construction of potential new trails, irrigation system, landscape, benches, paved parking lot, and erosion control )  Repairs to the Sea Dahlia Trail and the Cave Trail  Nature Reserve Gate replacement for Burma Road Trail  Nature Reserve Gate installation for Rattlesnake Trail  Widening of Palos Verdes Drive East and pedestrian/equestrian path (Bronco Drive to Sunnyside Ridge Road)  Palos Verdes Drive South rehabilitation (Crestmont Lane to Seahill Drive)  Indian Peak Road rehabilitation (Crenshaw Boulevard to City limits)  Palos Verdes Drive East rehabilitation (Sunnyside Ridge Road to City limits)  Silver Spur Road rehabilitation (Elkmont Drive to City limits)  Pedestrian crossing and traffic light installations at Palos Verdes Drive West and Berry Hill Drive.  Western Avenue beautification (design of amenities to enhance aesthetics with public right-of-way)  Ganado Drive beautification (landscape and irrigation enhancements within the public right-of-way)
