PC RES 2019-007 P.C. RESOLUTION NO. 2019-07 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES FINDING THAT THE PROJECTS AND PROGRAMS CONTAINED IN THE FY 2019-20 CAPITAL IMPROVEMENT PLAN ARE CONSISTENT WITH THE GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN. WHEREAS, Sections 65103 & 65401 of the California Government Code require that the Planning Commission review the City's Capital Improvement Plan (CIP) for its conformance with the City's General Plan; and, WHEREAS, on June 19, 2018, the City Council adopted the FY 2018-19 CIP, which was determined to be consistent with the Goals and Policies of the City's General Plan by the Planning Commission on April 10 , 2018 per P.C. Resolution No. 2018-13; and, WHEREAS, since the 2018 Council-adoption of the CIP, changes to the funded and unfunded list of projects have been included in the FY 2019-20 CIP; and, WHEREAS, on February 6, 2019, February 27, 2019, and March 18, 2019, the Infrastructure Management Advisory Committee (IMAC) conducted public meetings and considered the proposed 2019 CIP projects and programs as part of their overall mission to provide advice to the City Council and to Public Works; and, WHEREAS, on March 26, 2019, the Planning Commission considered the FY 2019-20 CIP for conformity with the City's General Plan, and at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The proposed projects and programs identified in the FY 2019-20 CIP are consistent with the applicable Goals and Policies of the General Plan. Section 2: The proposed projects and programs in the FY 2019-20 CIP are consistent with the following General Plan Elements and Goals and Policies: A. Social Services Element: • PVIC Park Improvements (interactive exhibit program, new parking lot, new restroom, landscape, trails, etc.) • Lower Hesse Park Improvement - Phase 2 (construction of additional trails, irrigation system, and enhanced access/circulation within the park) P.C. Visual Resources Element: • Lower Hesse Park Improvement- Phase 2 (construction of additional trails, irrigation system, and enhanced access/circulation within the park) • PVIC Park Improvements (interactive exhibit program, new parking lot, new restroom, landscape, trails, etc.) C. Circulation Element: • Public Sign Replacement Program (inventory and assessment of City signs including, among other things, traffic and street name signs) • Lower Hesse Park Improvement - Phase 2 (construction of additional trails, irrigation system, and enhanced access/circulation within the park) • PVIC Park Improvements (interactive exhibit program, new parking lot, new restroom, landscape, trails, etc.) D. Conservation and Open Space Element: • Ganado Drive Beautification (landscape and irrigation enhancements within the public right-of-way) • Lower Hesse Park Improvement - Phase 2 (construction of additional trails, irrigation system, and enhanced access/circulation within the park) • PVIC Park Improvements (interactive exhibit program, new parking lot, new restroom, landscape, trails, etc.) • Crest Road to Crestridge Canyon Storm Drain Upgrades • PVIC Lift Station Upgrades • Drain Deficiency Improvement Program (storm drain upgrades at various locations within the City) • Upper Point Vincente Stormwater Runoff Control Project (drainage improvements adjacent to the existing helipad) • Storm Drain Lining Program (storm drain improvements) • Existing Storm Drain Repairs at Marguerite Drive and Via Colinita • Drainage Infrastructure Improvements at Bayend Drive Section 3: For the foregoing reasons and based on the information and findings included in the Staff Report and all other records of the proceedings, which are attached hereto and made a part thereof by reference, the Planning Commission hereby finds that the City's FY 2019-20 CIP is consistent with the 2018 Rancho Palos Verdes General Plan.
