City of Torrance - FY2019-021 MEMORANDUM OF AGREEMENT TORRANCE AIRPORT STORM WATER INFILTRATION PROJECT STAKEHOLDER GROUP PRELIMINARY DESIGN WORK COST SHARING AGREEMENT This Memorandum of Agreement ("MOA") is made, entered into, as of the date of the last Party signature set forth ("Effective Date"), by and among the City of Torrance, a municipal corporation ("Torrance"); the City of Palos Verdes Estates, a municipal corporation ("Palos Verdes Estates"); the City of Rolling Hills, a municipal corporation ("Rolling Hills"), the City of Rolling Hills Estates, a municipal corporation ("Rolling Hills Estates"); the City of Rancho Palos Verdes, a municipal corporation ("Rancho Palos Verdes"); and the County of Los Angeles ( "County"), a political subdivision of the State of California; (each, individually a "Party," and collectively, "Parties"), with respect to the following: RECITALS c-) A. WHEREAS, the U.S. Environmental Protection Agency (USEPA) and the California Regional Water Quality Control Board, Los Angeles Region (Regional Board) have classified the Greater Los Angeles County Municipal Separate Storm Sewer System Permit (MS4) as a large MS4 pursuant to 40 CFR section 122.26(b)(4) and a major facility pursuant to 40 CFR section 122.2; and B. WHEREAS, the Regional Board adopted National Pollutant Discharge p• Elimination System Municipal Separate Storm Sewer System Permit Order No. R4- 2012-0175 as amended by State Water Board Order WQ 2015-0075 and Los Angeles Water Board Order R4-2012-0175-A01 (MS4 Permit); and C. WHEREAS, the MS4 Permit became effective on December 28, 2012, and requires that the LACFCD, the COUNTY, and 84 of the 88 cities (excluding Avalon, Long Beach, Palmdale, and Lancaster) within the County comply with the prescribed elements of the MS4 Permit; and D. WHEREAS, the Regional Water Quality Control Board, Los Angeles Region adopted an amendment to the Water Quality Control Plan for the Los Angeles Region incorporating a Total Maximum Daily Load ("TMDL") for Nutrients in Machado Lake, with an effective date of March 11, 2009; and E. WHEREAS, the Regional Water Quality Control Board, Los Angeles Region adopted an amendment to the Water Quality Control Plan for the Los Angeles Region incorporating a TMDL for Pesticides and PCBs in Machado Lake, with an effective date of March 20, 2012; and 00158762.docx -1- LA#4848-0897- 9810 v1 F. WHEREAS, the proposed work will consist of preliminary design work ("Preliminary Design Work") of the Torrance Airport Storm Water Infiltration Project ("Project"). The Project proposes to divert the stormwater and urban runoff from the Los Angeles County Flood Control District's ("LACFCD") Reinforced Concrete Box storm drain BI 9827 U1, Line B into a pre-treatment system, temporary storage, and infiltration system for groundwater recharge underneath the Torrance Airport; and G. WHEREAS, the City of Torrance awarded a Consulting Services Agreement ("Contract") to a consultant ("Consultant") for the Preliminary Design Work for the Project on February 6, 2018. The scope of work and budget have been defined in Exhibit A, which is attached and incorporated by this reference; and H. WHEREAS, Torrance is the main agency for the administration of the Contract on behalf of all of the Parties; and WHEREAS, the Parties desire to enter into this MOA voluntarily to, among other things: 1) complete Preliminary Design Work of the Project to determine the feasibility and associated costs of the Project, 2) set forth the Parties' intent to have the Contract administered and coordinated by Torrance, 3) and establish a formula(s) to calculate the respective financial share of the costs for each Party for future cost sharing agreements for final design and/or construction of the Project; and J. WHEREAS, the Parties agree to fund their pro-rata share for the Preliminary Design in accordance with Exhibit B, which is attached and incorporated by this reference. AGREEMENT NOW, THEREFORE, in consideration of the mutual benefits and representations made herein, the Parties hereby agree as follows: 1. Incorporation of Recitals —The recitals above are incorporated by reference and hereby made a part of this MOA. 2. Information Sharing — The Parties agree to share, to the extent not otherwise prohibited by law or by legal or trade secret privilege, all information required to develop, prepare and submit documents required for the Preliminary Design Work and the Project, including monitoring data, CADD and GIS or other electronic data. Such sharing shall be subject to any applicable license agreements or other restrictions. All data shared among the Parties shall be provided "as is" and without warranties as to accuracy or as to any other characteristic, whether express or implied. The intent of this data-sharing provision is to facilitate the Project. The Parties agree not to use such data for tasks not related to the Project, unless required by law. 3. Funding Agreements—Any funds contributed for the Preliminary Design Work of the Project, including contributions for consultants or other services as agreed upon by the Parties, shall be per the cost-sharing formula described in Exhibit B, All funding shall apply to the Project, and shall not be used for any activities not included in the Project. LA#4848-0897- -2- 9810 v1 The total matching fund contribution by all of the Parties for the Preliminary Design Work collectively shall not exceed $238,336 unless otherwise agreed to by the Parties by written amendment of this MOA. Any cost to be invoiced above this sum will require an amendment to this MOA. If for any reason-certain aspects of the Preliminary Design Work or the Project are not implemented, the cost sharing formula shall be proportionately adjusted to reduce the contribution of the Party or Parties that otherwise would have contributed an amount in connection with the work that would have been completed. This cost sharing adjustment to reduce the Party's or Parties' contribution may be done by Torrance without an amendment to this MOA upon thirty (30) days written notice to the Parties, and such notice must include the new adjusted cost-share amounts. 4. Contracting — The Parties agree that Torrance shall be the Party that contracts with the Consultant for the Preliminary Design Work of the Project and shall be considered the contracting agency. The Contract requires the Consultant to look solely to Torrance for payment of the funds contributed by the Parties and look solely to Torrance to resolve any issues with the Contract. 5. Supervision of Preliminary Design Consultant— Torrance shall be responsible for coordinating the activities of the Consultant and its sub-contractors, in accordance with applicable law. Torrance shall be responsible for ensuring adherence to the scope of work in Exhibit A. Time is of the essence in this MOA. Torrance shall notify the other Parties regarding all change orders, including any proposed cost and scope changes, and shall offer the other Parties reasonable time to comment. Unless an increase in costs for the Preliminary Design Work is approved by all effected Parties, no proposed change in the cost of the Preliminary Design Work may be implemented by Torrance. 6. Payment— Upon the Effective Date of the MOA, Torrance shall invoice each Party for its respective share of the costs of the Preliminary Design Work based on the cost sharing formula described in Exhibit B. Each Party shall pay that invoice within 30 days of receipt. 7. Term of MOA; Withdrawal — This MOA shall continue in effect until the Preliminary Design Work of the Project is completed and all payments due to Consultant under the Contract are made, unless earlier terminated or extended by written agreement of all Parties. A Party may withdraw from this MOA ("Withdrawing Party") by sending notice to each Party in accordance with the notice provision of this MOA stating that Party's decision to withdraw from this MOA. However, prior to withdrawing, the Withdrawing Party must be current on all financial obligations resulting from this MOA. Once the Withdrawing Party withdraws from the MOA, it will no longer be a participant in the Project. Further, the Withdrawing Party forfeits any funds contributed prior to withdrawing, unless it is later determined that certain aspects of the Project were not implemented and the Withdrawing Party's contribution should have been reduced pursuant to Section 3 above, in which case the Withdrawing Party shall be entitled to a reimbursement, which reimbursement must be paid by Torrance no later than 60 days from the date of the final payment to the Consultant for the Preliminary Design Work. Withdrawal is effective 60 days after the date of written notice to all the Parties. LA#4848-0897- 3- 9810 v1 8. Entire Agreement — This MOA, including any other documents incorporated herein by specific reference, represents the entire and integrated agreement between the Parties and supersedes all prior negotiations, representations or agreements, either written or oral. 9. Amendment — This MOA may be modified or amended, or provisions or breach may be waived, only by subsequent written agreement signed by all Parties. 10. Authority — Each of the persons executing this MOA on behalf of each Party represents and warrants that he or she has the authority to execute this MOA on behalf of such Party and has the authority to bind the Party to the performance of its obligations hereunder. 11. Counterparts - This MOA may be signed in counterparts, and each counterpart shall be deemed an original, but all of which shall constitute one and the same instrument. 12. Indemnification — Each Party shall indemnify, defend, and hold harmless every other Party, including its special districts, elected and appointed officers, employees, agents, attorneys, and designated volunteers from and against any and all liability, including, but not limited to demands, claims, actions, fees, costs, and expenses (including reasonable attorney's and expert witness fees), arising from or connected with the respective acts of that Party arising from or related to this MOA; provided, however, that no Party shall indemnify another Party for that Party's own negligence or willful misconduct. This provision shall survive termination of this MOA. In light of the provisions of Section 895.2 of the Government Code of the State of California imposing certain tort liability jointly upon public entities solely by reason of such entities being parties to an agreement (as defined in Section 895 of said Code), each of the Parties hereto, pursuant to the authorization contained in Government Code Sections 895.4 and 895.6, shall assume the full liability imposed upon it or any of its officers, agents, or employees, by law for injury caused by any act or omission occurring in the performance of this MOA to the same extent such liability would be imposed in the absence of Section 895.2 of the Government Code. To achieve the above stated purpose, each Party indemnifies, defends, and holds harmless every other Party for any liability, cost, or expense that may be imposed upon such other Party solely by virtue of said Section 895.2. The provisions of Section 2778 of the California Civil Code are made a part hereof as if incorporated herein. 13. Insurance - The Parties are self-insured public entities for purposes of Professional Liability, General Liability, and Worker's Compensation. The Parties warrant that through their programs of self-insurance, they have adequate Professional Liability, General Liability and Workers' Compensation to provide coverage for liabilities arising out of the Parties' performance of this MOA. 14. Access to Los Angeles County Flood Control District Facilities — Any Party intending to enter onto the Los Angeles County Flood Control District ("LACFCD") right of way shall first apply for Flood permit from the County of Los Angeles Department of LA#4848-0897- , -4- 9810 v1 Public Works (Public Works) Land Development Division, Permit Section. Once such a permit is obtained, the Party shall, among other permit provisions, contact the Public Works Stormwater Maintenance Division at least 48 hours prior to entering the facility. 15. Notices — Any notices, bills, invoices, or reports relating to this MOA and any request, demand, statement or other communication required or permitted hereunder shall be in writing and shall be delivered to all of the representatives of the Parties (unless the MOA provides for notice to a lesser number of the Parties) at the addresses set forth on in Exhibit C attached hereto and incorporated herein by reference. A notice shall be deemed to have been received on (a) the day of delivery, if delivered by hand during regular business hours or by confirmed facsimile; or(b) on the third business day following deposit in the United States mail, postage prepaid to the addresses set forth in Exhibit C. 16. Relationship of the Parties —The Parties are, and shall at all times remain as to each other, wholly independent entities. No Party to this MOA shall have power to incur any debt, obligation, or liability on behalf of any other Party or otherwise act on behalf of any other Party as an agent except as expressly provided by this MOA. No official, employee, agent, or officer of a Party shall represent that he, she or anyone else from that Party is in any manner an official, agent, employee or officer of another Party. 17. Governing Law — This MOA shall be governed, interpreted, construed and enforced in accordance with the law of the State of California, excluding California's choice of law rules. Venue for any legal action or other proceeding relating to this MOA shall be in the Los Angeles County Superior Court. 18. Severability — If any provision of this MOA shall be determined by any court to be invalid, illegal or unenforceable to any extent, the remainder of this MOA shall not be affected and this MOA shall be construed as if the invalid, illegal or unenforceable provision had never been contained in this MOA. TASK 'I - PROJECT MANAGEMENT Carollo will develop a Project Management Plan to facilitate successful completion of this project including planning, monitoring, controlling, and reporting functions. We will develop a Quality Assurance (QA)/Quality Control (QC) Plan to establish procedures and guidelines to assure an acceptable level of quality. The following tasks are also anticipated to be part of the project management activities we will perform: Project Kick-Off Meeting: Prior to beginning work, we will coordinate and participate in a project kick- off meeting with the City. Progress Meetings: Our team will attend progress meetings with the City staff on a monthly basis. We will submit plans and other documents for review and comments prior to meetings and will make revisions as requested by City staff. We anticipate attending three (3) progress meetings with the City and stakeholders during the Preliminary Design phase of this project and three (3) meetings with Regional Board. We will prepare and distribute all meeting agendas prior to each meeting.We will also prepare and distribute all meeting notes highlighting the discussion and/or decisions following each meeting. Project Management: This task addresses the management responsibilities associated with proper scheduling, budget control, invoice preparation and coordination with the City. Our project manager will review the status of budget, schedule and relevant project issues together on a bi-weekly basis. This bi- weekly status update will be used to confirm work progress, identify critical information needs, and where appropriate alert City to any potential issues which may impact the project scope, schedule or budget. These bi-weekly project status updates will be supplemented with monthly project status reports that will be prepared and distributed along with Carollo's invoices. Technical Review and QA/QC: Carollo will provide quality assurance and quality control (QA/QC) reviews through the course of the project consistent with City's policies. Our QA/QC and quality management procedures establish and maintain a structure for providing reviews of all work products and adherence to industry design standards. Specific efforts for this project will include: • Development of a Project Management Plan (PMP), which defines the project scope, approach, deliverables, schedule, budget and provides a basis for QA/QC and technical reviews. City of Torrance—Torrance Airport Stormwater Infiltration Project 1 • Conformance to City's drafting and design standards, guide specifications and standard details. • Internal constructability review prior to each submittal • Review of all calculations by appropriate reviewers independent of the project design team prior to each submittal. All work product deliverables, including detailed checking of work by in-house staff will be reviewed prior to submittal to City. Technical reviews will include reviews for code compliance, safety, operability, constructability, bid-ability, errors/omissions and clarity. TASK - 2 COLLECTION/COMPILATION OF RECENT DATA The objective of this task will be to identify common periods of record for use in the calibration effort, to eliminate data not considered reliable, and to focus the most intensive data-gathering effort on the most valuable items. Meetings with the technical staff of the City will be held at regularly scheduled intervals (see Task 1) to facilitate the exchange of data and focus the data collection effort. Task 2 will consist of the collection and organization of available data (aquitards, geological conditions, etc.) required to comprehensively develop a robust groundwater (GW) model of the project area. This data input to groundwater within the project area includes infiltration from precipitation and irrigation, surface water recharge to groundwater, and influx from bedrock into the alluvial aquifers and existing groundwater contamination plume.These inputs will be estimated using available data and hydrogeologic analyses. During this task, Carollo will review the inventory of data compiled by other agencies including Water Replenishment District (WRD) and City in order to flag the data necessary for development of the GW simulation model. These data will include groundwater elevations and quality and existing groundwater contamination plume, aquifer tests, any additional geologic logs, precipitation records, well pumping records, imported water use, recharge, cropping, and land use maps. Deliverables 1) Inventory of existing data to be used in the model configuration process. TASK 3 — GEOTECHNICAL INVESTIGATION AND MONITORING WELL INTALLATION This task involves drilling, logging, and sampling of four borings at locations shown on Attachment A, conversion of two borings to groundwater monitoring wells, monitoring well development, purging, and baseline groundwater sampling, groundwater Monitoring Plan (MP) and Quality Assurance Project Plan (QAPP), analysis of the groundwater samples by a state of California certified laboratory, and preparation of a geotechnical report of the investigations. The work to be completed under this task will be conducted by or overseen by a state of California licensed professional geologist or a professional engineer experienced in this task. Additional costs are included for conducting the field activities during the night in compliance with the Federal Aviation Administration (FAA permit) approvals. Subtask 3.1 Geotechnical Evaluation and Monitoring Well Installation City of Torrance—Torrance Airport Stormwater Infiltration Project 2 The subtask will include: • Drill two 110' borings, each of which will be converted to a 4" diameter groundwater monitoring well. • Drill two 285' borings for soil and water sampling. Assume no more than 2 shallow water bearing zones will require sealing off during drilling. • Soil and water samples will be collected at 10-foot intervals to the total depth in all borings, and boring logs will be prepared. Soil samples will be preserved and transported to the laboratory for analysis of VOCs by EPA Method 8260B, PAHs by UEPA Method 8270 SIM. • The two groundwater monitoring wells will be developed 48 hours after installation by surging and pumping/purging. Water quality indicator parameters will be measured during purging and stabilized. The two wells will be sampled seven days after development, in accordance with Representative Sampling of Groundwater for Hazardous Substances, Guidance Manual for Groundwater Investigation, July 1995, Revised February 2008, and California Environmental Protection Agency Department of Toxic Substance Control. These baseline groundwater samples will be analyzed in the laboratory for VOCs by EPA Method 8260B, PAHs by UEPA Method 8270 SIM, and Nitrates by UEPA Method 300. • Preparation of geotechnical report, and submittal to the Los Angeles Regional Board for review. Subtask 3.2 Groundwater Monitoring Plan (MP) and Quality Assurance Project Plan (QAPP) 1. Prepare and submit a Monitoring Plan (MP), in a format provided by the Grant Manager. Changes to the MP shall be submitted to the Grant Manager for review and a decision regarding approval prior to implementation. 2. Prepare, maintain, and implement a Quality Assurance Project Plan (QAPP) in accordance with the United States Environmental Agency's (USEPA's) QAPP guidance document (EPA QA/G-5) or State Water Board's Surface Water Ambient Monitoring Program's (SWAMP) QAPP and data reporting requirements, as appropriate for the proposed activities. Water quality monitoring data includes physical, chemical and, biological monitoring of any surface water. The QAPP shall be submitted to the Grant Manager for review and approval. A template for the USEPA QAPP is available from the Grant Manager. TASK 4 - DEVELOP CONCEPTUAL MODEL The objective of this task will be to develop a thorough understanding of the local and regional geology, hydrogeology, subsurface hydrology, water quality and existing recharge and extraction operations. Detailed hydrogeologic studies are requisite to evaluate the contamination problems and to develop viable and effective and management solutions. Carollo will utilize, to the maximum extent possible, the basic data collected and analytical work completed by the other agencies including the City and WRD to eliminate any duplication of effort. The data and products assumed to be available from the City and WRD will include: • Base maps showing well locations (WRD); • Surface topography and land use ( City); City of Torrance—Torrance Airport Stormwater Infiltration Project 3 • Regional and local scale geologic cross-sections and fence (WRD); • Diagrams identifying the major aquifers and aquitards in the study area (WRD); • A contour map of the base of the aquifer system in the study area (WRD); • Maps showing the areal variation in aquifer and aquitard hydraulic conductivity, storativity/specific yield, effective porosity (WRD); • Water level contour maps (WRD); • Contaminant concentration maps (WRD); • Monthly summary of well production (WRD, City); • Monthly summary of rainfall (City). The maps are intended to summarize available data, consequently there may be maps which do not cover the entire study area due to lack of reliable data. Meetings will be held with the technical staff of City to review (see Task 1) and finalize the conceptual model proposed by Carollo. Deliverables: 1. Technical memorandum describing conceptual model. This tasks assumes that one draft and one final TM will be provided. TASK 5 — UPDATE & CALIBRATE EXISTING GW MODEL The objective of this task is to update an existing local flow simulation model (MODFLOW) needed to analyze the infiltration and contamination issue. This analysis is needed to refine the layout and design of the underground storage and alternative infiltration systems. The work to be completed under this task is divided into four subtasks, as described below: Subtask 5.1 Discretize Model (cut up model area into small pieces) A finite grid pattern will be developed to represent the major aquifers of the study area. The location of grids will delineate the aquifer(s) both vertically and horizontally. The density of the grids will be governed by the scale of the model, the number and location of individual extraction/monitoring wells and potential source areas and the need to accurately model the piezometric variations within a given well field. Subtask 5.2 Parameterize or Assign Hydraulic Properties Using data collected and compiled in Task 2 and Task 3, Carollo will prepare initial estimates of aquifer properties for each grid including: • Hydraulic conductivity with respect to the x, y, and z directions • Storativity/specific yield • Effective porosity City of Torrance—Torrance Airport Stormwater Infiltration Project 4 • Dispersivity coefficients in the x, y, and z directions Subtask 5.3 Select Calibration Criteria, Initial and Boundary Conditions Based on the data review, Carollo will develop the initial conditions to be simulated at the beginning of the calibration period. Boundary conditions will be assigned to those grids located along the perimeter of the area modeled. The boundary conditions will be either constant head, constant discharge or impermeable (no-flow). Using available historic data, well extraction and recharge data will be developed for the calibration period and for subsequent simulation runs. After reviewing the data compiled in Task 2 and Task 3, Carollo will select key wells with long histories of water level and water quality monitoring, for use in the calibration process. Using historic data from these wells, hydrographs and piezometric levels will be selected to serve as calibration targets to be compared with values calculated during model calibration. Subtask 5.4 Calibration of Model This task will include steady-state and transient calibration of the model to historical groundwater levels, pumping, and recharge beneath the Basin. The model will be calibrated over a multi-year period using monthly stress periods based on the patterns of change in recharge (precipitation)and/or water level observations in the Basin. The model will also be calibrated to available pumping (drawdown) tests. The accuracy of the transient calibration will be dependent on number and length of stress periods simulated and the available observation data. The calibration process will involve iterative modification of aquifer parameters and boundary conditions (within reasonable limits) in order to minimize the residual (difference) between observed and simulated heads at selected observation points. Information gained during the model calibration process will be used to refine and verify the water balance estimated for the Basin. Hydrologic data collected during Task 2 and Task 3 including well logs, aquifer test data, and, to some extent, zone specific water level data, will be used to refine the calibration to improve model simulation accuracy. The objective of the model calibration, Subtask 5.4 is to adjust certain hydraulic parameters (e.g., horizontal and vertical hydraulic conductivity, storativity) and modify selected recharge and discharge components until a reasonable match between the measured and modeled heads and flows is achieved. Calibration of the groundwater flow model will be performed according to ASTM (1996, Reapproved 2002) "Standard Guide for Calibrating a Ground-Water Flow Model Application." Deliverables: 1. City of Torrance—Torrance Airport Stormwater Infiltration Project 5 TASK 6 - SENSITIVITY ANALYSIS FOR A GROUND-WATER FLOW MODEL APPLICATION Once the updated groundwater model has been satisfactorily calibrated, a sensitivity analysis will be performed by evaluating the response of the calibrated model to changes in estimated hydraulic parameters or to changes in uncertain recharge and discharge components. Key parameters or components will be those that have the most significant impact on model results within their range of uncertainty. The sensitivity analysis model runs will be compared to a baseline model run of the calibrated updated model to illustrate differences in results for a given parameter or component change. The results of the calibration sensitivity analysis will be evaluated according to ASTM (1994, Reapproved 2008) "Standard Guide for Conducting a Sensitivity Analysis." TASK 7 - SIMULATE REGIONAL CONTAMINANT TRANSPORT Using historical water quality and land use data from WRD and the City, Carollo will identify possible pollutant source locations and estimate the historic level of contamination. This information will be used with three GW Recharge Model Scenarios to simulate the plume response to the groundwater recharge, and thereby determine the optimum size of the underground storage/infiltration system. The three recharge scenarios are: 1. Scenario 1 — Base Run: no improvement; 2. Scenario 2 — EGRP® infiltration; 3. Scenario 3— Injection wells simulation Deliverables: 1. Technical Memorandum which summarizes results of simulation runs and include the following items: a) Preliminary location of potential sources of contamination: b) Identification of major deficiencies in available data c) Recommendations for additional data collection activities designed to fully characterize existing contaminant plumes and verify the suspected sources d) Optimum size of the underground storage/infiltration system e) Impacts on groundwater contamination plume TASK 8 - UNDERGROUND STORAGE/INFILTRATION SYSTEM DESIGN The optimized system will consist of two storm water treatment systems, detention units, and the storm water injection system. Carollo will use iterative and optimization techniques to determine the size of storage/infiltration units and select the number and capacity of injection wells. The optimized design will be evaluated using the updated SWMM model coupled with the unsaturated and saturated flow model (MODFLOW)_ Two storm events will be modeled using the three-dimensional saturated numerical model MODFLOW. Recharge used in MODFLOW will be taken from the updated SWMM model. City of Torrance—Torrance Airport Stormwater Infiltration Project 6 Carollo will evaluate up to two (2) design scenarios: 1) Storage/Infiltration system and injection wells only 2) Storage/infiltration system plus EGRP®(Energy-Passive Groundwater Recharge Product) technology and infiltration capillary units The EGRP®is a new technology that can be classified as a vertical capillary driven drainage device, but in reality, it is more complex than most vertical drainage systems. In the optimized design for the Torrance Airport Project, the top of the EGRP® may be positioned about 3 feet below the gravel bed in which the infiltration chamber will be embedded and continues down for a depth of approximately 40 feet. Multiple EGRP®devices will be installed in groups across the entire site in a pattern designed to maximize soil infiltration. The pattern allows the EGRP®to join separate soil layers and promotes connectivity across the soil matrix, allowing for both improved mass flow and diffuse water movement. TASK - 9 UTILITY RESEARCH Carollo will research, identify and map utilities that may be impacted by this project. This task does not include surveying the exact location of utilities. Completeness and mapping accuracy will depend on the source data provided by Torrance Airport staff. TASK 10 - PERMIT REQUIREMENTS Carollo will identify permits required for the construction of the project and will create a log for tracking the acquisition of the permits. Additionally, Carollo will coordinate with the relevant permitting agencies to determine the specific application, application fee, contact, and any specific requirements that will need to be incorporated into the design. Carollo will maintain a log for permitting agencies and contact information. The log will be updated during the phase of this project. The permitting agencies include: • Los Angeles County Flood Control District (LACFCD) • Federal Aviation Administration (FAA) • Los County Regional Water Quality Board (Regional Board) Carollo will research and document all permit requirements from the permitting agencies. Final permits will be obtained during final design. TASK 11 CEQA DOCUMENTS This task will be completed during Final Design of the project. Therefore, no costs are estimated for this effort. TASK 12 STAKEHOLDER OUTREACH This task will be completed during Final Design of the project. Therefore, no costs are estimated for this effort. City of Torrance—Torrance Airport Stormwater Infiltration Project 7 TASK 13 - PRELIMINARY DESIGN REPORT (PDR) Carollo will prepare a comprehensive PDR for Project Carollo will present the two storage/infiltration and well field layout options and make a recommendation for the most appropriate option based on input from the City on their goals, objectives, and budgetary restraints. The Project will require optimizing storage volume, the hydraulic operability, the existing surface area, and capital expenditures while eliminating the need to disrupt the existing operations of the Torrance Airport. Groundwater quality data reported in the PDR will also be uploaded to the Geotracker GAMA by Carollo. As a minimum, the PDR will cover the following Sections: Section 1: Introduction / Project Overview Section 2: Field Investigations/ Utility Research Section 3: Design Criteria and Permitting Requirements Section 4: Civil Site Layouts Section 5: SWMM and Groundwater(MODFLOW) Modeling Section 5: Underground Treatment Storage and Infiltration System Sizing, Layouts, and Piping Section 6: Environmental Permitting Section 9: Construction Cost Estimates Section 10: Design and Construction Schedules Section 11: Conclusions and Recommendations Appendix 1. Geotechnical Report 2. Conceptual Model Technical Memorandum 3. Technical Memorandum on Calibration Process 4. Identification of Data deficiencies It is assumed that this task will consist of the preparation of one (1) draft and one (1)final PDR document. The final PDR will be prepared by incorporating one set of consolidated comments from City staff and other interested parties. TASK 14 GRANT ASSISTANCE This task utilizes all work completed in the previous task to support the City in its application for Prop 1 Grant and provide exhibits for Regional Board Meetings. The task includes: 1. Design Memo for City of Torrance —ONLY Torrance area of concern City of Torrance—Torrance Airport Stormwater Infiltration Project 8 2. Design Memo for City of Torrance and Peninsula Cities (PenCities)—Torrance and PenCities areas of concern 3. Assistance in Grant Application (Exhibits and Cost Estimate) 4. Meetings with Regional Board (as identified in Task 1) TASK 15 UPDATE EXISTING SWMM MODEL TO INCLUDE PENINSULA CITIES FLOWS AND INJECTION WELLS The Torrance SWMM model approved by the Regional Board will be updated to include the PenCities flows to Torrance and additional that may needed to accommodate these flows. This assumes that there are flows and GIS layers that can easily be extracted and included in the model. The updated model will then be verified using WMMS model output. If the PenCities have an existing working model, the results from that model will be used in the model verification process. BUDGET ESTIMATE Carollo's estimated budget is presented in Exhibit B-1. Carollo proposes to perform the above- described scope of services on a time and material and Not-To-Exceed Fee of$431,672.
