PC RES 2018-013 P.C. RESOLUTION NO. 2018-13 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES FINDING THAT THE PROJECTS AND PROGRAMS CONTAINED IN THE 2018 CAPITAL IMPROVEMENT PLAN ARE CONSISTENT WITH THE GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN. WHEREAS, Sections 65103 & 65401 of the California Government Code require that the Planning Commission review the City's Capital Improvement Program (CIP) for its conformance with the City's General Plan; and, WHEREAS, on June 6, 2017, the City Council adopted the 2017 CIP, which was determined to be consistent with the Goals and Policies of the City's General Plan by the Planning Commission on May 9, 2017 per P.C. Resolution No. 2017-15; and, WHEREAS, since the 2017 Council-adoption of the CIP, changes to the funded and unfunded list of projects have been included in the 2018 CIP; and, WHEREAS, on March 8, 2018, the Infrastructure Management Advisory Committee (IMAC) met to review the proposed 2018 CIP projects and programs as part of their overall mission to provide advice to the City Council and to Public Works; and, WHEREAS, the Planning Commission conducted a hearing on April 10, 2018 to determine that the 2018 CIP conforms to the City's General Plan, and at which time all interested parties were given an opportunity to be heard and present evidence, and a decision was rendered on that same date. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The proposed projects and programs identified in the 2018 CIP are consistent with the applicable Goals and Policies of the General Plan. Section 2: The proposed projects and programs in the 2018 CIP are consistent with the following General Plan Elements and Goals and Policies: A. Socio/Cultural and Urban Environment Element: • Annual Portuguese Bend Landslide Are Resurfacing Program • Western Avenue Traffic Congestion Improvement Program • Annual Sidewalk New and Replacement Program • Storm Drain Deficiency Improvement Program B. Infrastructure Goal: • Abalone Cove Sewer System Rate Study and Rehabilitation Program • Pavement Management Program Biennial Update • Residential Roadways Rehabilitation Program —3 &4 • Residential Roadways Rehabilitation Program —Area 8 P.C. Resolution No. 2018-13 Page 1 C. Transportation Systems Policy: • Citywide ADA Transition Plan • Silver Spur Road Transit Improvement Program D. The Sensory Environment Policy: • Coastal Bluff Fence Replacement Program • Hawthorne Boulevard Beautification Project • Arterial Wall and Fences Installation Program Section 3: For the foregoing reasons and based on the information and findings included in the Staff Report and all other records of the proceedings, which are attached hereto and made a part thereof by reference, the Planning Commission hereby finds that the City's 2018 CIP is consistent with the Rancho Palos Verdes General Plan.
