BACKGROUND AND DISCUSSION:
The local component of the 2020 U.S. Census is the "Local Update of Census
Addresses" (LUCA) Program. LUCA provides municipalities with the opportunity to
assist the Federal Government in assuring an accurate count of the City's population. It
also provides the City the opportunity to review and update address lists that are used
by the Census.
Participation in the program has no direct cost to the City, but requires involvement from
both GIS and Community Development Staff in verifying and compiling the address
lists. The City has the opportunity to apply for an incentive of approximately $7,500
from the LUCA incentive fund to compensate for Staff time spent on the project.
Participation requires the authorization and the signature of the "highest elected official"
in the City on the registration form (Attachment A).
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
