Construction Contract Change Order #4 (page A-1) BACKGROUND AND DISCUSSION: Eastview Park encompasses an area of 9.9 acres. Within the park area are a children's playground, picnic facilities, a jogging path, restrooms, landscaping, and an off-street parking lot. The City Council approved a construction contract for improvements to Eastview Park and the Dog Park Project with Horizons Construction, Inc. in the amount of $287,200 at their June 6, 2017, meeting, with a construction contingency of $28,720. Work project is currently approximately 90% complete. The proposed change to the contract will add sod, irrigation and trees to the dog park area of Eastview Park. Initially, the turf area within the Eastview Park proposed dog park area was to remain; however, due to the recent drought and now recent construction, the turf is in a condition that cannot be restored. Additionally, the time it 1 would take to restore the turf would extend the opening of the area to an unacceptable time frame for the public. Due to the tight timeline, the contractor cannot guarantee re- seeding the turf area to an acceptable condition by the end of the project. The installation of sod with the appropriate irrigation would create an immediate aesthetic impact and reduce the establishment period to allow for a timely opening. Also as a part of this project, the existing trees in the project area were evaluated and deemed to be dead and/or dying for similar reasons as the turf. In all, six dead trees had to be removed during construction as they were located in and around the newly established dog park area. The proposed addition of the four Tipuana Tipu trees will replace the trees removed that provided shade in and around the dog park walking path. These trees, installed from 36" boxes, will quickly create the much needed shade for the project area. This change order including an additional $5,000 contingency, will require an additional appropriation of $52,484.27 to complete. Changes to the contract have been made using contingency funds resulting in a net increase of $9,809.80. This change will add sod to the dog park, install irrigation for the sod, and install four, 36" Tipuana Tipu trees. The total cost of this change order is $66,394.47. Insufficient contingent funds remain to complete the change; accordingly, Staff is requesting an additional appropriation of $52,484.27 (funded primarily be restricted Quimby park funds), along with approval of the Construction Contract Change Order. CONCLUSION: Adopting Staff's recommendations will result in an additional appropriation of Quimby funds and an authorization for Staff to execute a Construction Contract Change Order for the addition of new sod to the dog park at Eastview Park.
