Consideration and possible action to adopt a resolution authorizing the City's use of
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (RMRA), funds
towards the rehabilitation of Crest Road East.
RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2017- ; modifying the FY 2017-2018 Budget to
incorporate the use of Senate Bill 1 (SB -1), the Road Repair and Accountability
Act of 2017 (RMRA), funds towards the rehabilitation of Crest Road East.

BACKGROUND AND DISCUSSION:
Senate Bill 1 (SB 1), the Road Repair and Accountability Act (RMRA) of 2017, was
signed into law in April 2017. Prior to the passage of SB 1, basic maintenance of the
local street and road system, repair and replacement of bridges, safety improvements
and multi -modal enhancements were all at risk. SB 1 provides a new, steady stream of
funding for transportation projects. SB 1 will generate over $5 billion annually for
transportation improvements in California. Cities and counties are estimated to receive
$1.5 billion at full implementation of SB 1. This will enable cities and counties
throughout the state to address significant maintenance, rehabilitation and safety needs
on their local street and road systems. SB 1 includes historic accountability and
transparency measures, requiring cities and counties to adopt project lists at the start of
every fiscal year and provide year end reporting on projects.

In order to be eligible for our FY 17/18 RMRA apportionment, estimated at $243,186,
the City needs to comply with the guidelines established by the California
Transportation Commission (CTC). A project needs to be identified, included in the
City's budget, and submitted to the CTC by October 16, 2017, for use of the funds.
Although the City's apportionment for FY 17/18 is approximately $243,186, beginning in
FY 18/19, it is expected that the City will receive approximately $729,000 annually.
Staff has identified Crest Road East as an eligible project. The City's Pavement
Management Program (PMP) rates Crest Road East as having a pavement condition
index of 69, which is categorized as in poor condition and in need of repair. The project
will resurface the road with rubber asphalt final surface and include repairs to the
sidewalks and streets to enhance multi -modal safety. The estimated useful life is 20
years and the construction could occur in 2018. The completion of the project could be
included with the work associated with the nearby Residential Rehabilitation Project —
Area 7 that will be starting early 2018.
Should City Council decide to utilize the RMRA funds, Resolution No. 2017- is
included to amend the budget to include Crest Road as a new project that will be funded
by RMRA funds.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council's consideration:
1. Elect not to utilize RMRA funds at this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES AMENDING THE FISCAL
YEAR 2017-18 BUDGET TO INCORPORATE CREST
ROAD EAST ROADWAY REHABILITATION PROJECT TO
BE FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 in order to address the significant multi -modal transportation
funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of Rancho Palos Verdes are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year;
and
WHEREAS, the City of Rancho Palos Verdes must include a list of all projects
proposed to receive funding from the Road Maintenance and Rehabilitation Account
(RMRA), created by SB 1, in the City's budget, which must include a description and the
location of each proposed project, a proposed schedule for the project's completion,
and the estimated useful life of the improvement; and
WHEREAS, the City of Rancho Palos Verdes, will receive an estimated $243,186
in RMRA funding in Fiscal Year 2017-18 from SB 1; and
WHEREAS, the City of Rancho Palos Verdes used a Pavement Management
System to identify qualifiable projects to ensure revenues are being used on the most
high-priority and cost-effective projects that also meet the communities priorities for
transportation investment; and
WHEREAS, the funding from SB 1 will help the City of Rancho Palos Verdes
maintain and rehabilitate Crest Road East, a multi -use collector road with significant
volumes of vehicle, pedestrian and cycling traffic, throughout the City this year and
hundreds of similar projects into the future; and
WHEREAS, the 2016 California Statewide Local Streets and Roads Needs
Assessment found that the City of Rancho Palos Verdes streets and roads are in a
"good" condition and this revenue will help us increase the overall quality of our road

system and over the next decade will bring our streets and roads into an "excellent"
condition; and
WHEREAS, if the Legislature and Governor failed to act, city streets and county
roads would have continued to deteriorate, having many and varied negative impacts on
our community; and
WHEREAS, cities and counties own and operate more than 81 percent of streets
and roads in California, and from the moment we open our front door to drive to work,
bike to school, or walk to the bus station, people are dependent upon a safe, reliable
local transportation network; and
WHEREAS, police, fire, and emergency medical services all need safe reliable
roads to react quickly to emergency calls and a few minutes of delay can be a matter of
life and death; and
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and
make the pedestrian experience safer and more appealing, which leads to reduced
vehicle emissions helping the State achieve its air quality and greenhouse gas
emissions reductions goals; and
WHEREAS, restoring roads before they fail also reduces construction time which
results in less air pollution from heavy equipment and less water pollution from site run-
off; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure, and using cutting-edge technology, materials and practices, will
have significant positive co -benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
1. The foregoing recitals are true and correct.
2. The City of Rancho Palos Verdes budget for fiscal year 2017-18 is amended to
incorporate the following project planned to be funded with Road Maintenance
and Rehabilitation Account revenues:

Crest Road East: From Palos Verdes Drive East to its terminus at the City's
jurisdictional boundary with the City of Rolling Hills, resurface roadway with asphalt
rubber pavement, pedestrian enhancements with sidewalk repairs, curb and gutter
repairs and on -street parking and bike lanes. The estimated useful life is 20 years and
the anticipated year of construction is 2018.
3. The Capital Improvement budget for fiscal year 2017-18 is amended as follows:
Arterial Rehabilitation Project — Crest Road East ($243,186 RMRA funds)

WHAT IS SB 1?
SB 1, also known as the Road Repair and Accountability
Act of 2017, is a transportation funding package signed
by Governor Jerry Brown on April 28, 2017, with
investments primarily targeted towards fix -it -first
projects. Among its provisions, SB 1 provides an annual
increase of approximately $1.5 billion in local streets
and roads funding for each city and the county, for:
• ROAD REHABILITATION AND MAINTENANCE
• GRADE SEPARATIONS
SAFETY PROJECTS
• COMPLETE STREET COMPONENTS
• TRAFFIC CONTROL DEVICES
A city or county may spend its apporlionment of Road Maintenance
and Rehabilitation Account (RMRA) funds on transportation
priorities other than the projects outlined if the city or county's
average Pavement Condition Index (PCI) meets or exceeds 80.
Guidelines for the use and distribution of the funds are under
development by the California Transportation Commission (CTC)
and the CTC expects to adopt the local streets and roads
guidelines at its August 2017 meeting.
