BACKGROUND AND DISCUSSION:
At the City Council meeting of September 5, 2017, the City Council asked Staff to
prepare a letter to Supervisor Janice Hahn to thank her for her support of additional
funding for PVPTA (Attachment A). By way of background, on June 6, 2017, the
County Board of Supervisors approved its annual jurisdictional share of funding for
PVPTA in the amount of $32,200. In addition, Supervisor Hahn generously made
available $376,000 in grant funds from the 4th Supervisorial District's Proposition A
Local Return Transit Program, for a total of $408,200 in FY17-18 (Attachment B).
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council's consideration:
Direct Staff to revise the letter to Supervisor Hahn.

Dear Supervisor Hahn:
On behalf of the Rancho Palos Verdes City Council, I want to thank you for providing a
$376,000 grant to the Palos Verdes Peninsula Transit Authority (PVPTA). This grant will
enable PVPTA to continue serving students, seniors, and people who work on the Palos
Verdes Peninsula and adjacent communities with reliable and safe transportation.
Our Palos Verdes Peninsula communities are far re ved from much of the County's
existing public transportation network. We believe the PVPTA plays a critical role in
connecting the Palos Verdes Peninsula to the Greater Los Angeles area. Your continued
support of this important public service will help reduce congestion, improve air quality,
and provide greater access to schools, shopping and medical offices for our residents.

agreement with the Palos Verdes Peninsula Transit Authority to fund the
County's jurisdictional share of the costs for the continuation of public transit
services in the unincorporated community of Palos Verdes Peninsula (4), for
Fiscal Year 2017-18 at an estimated total of $32,200 with an additional
contribution of $376,000 toward the cost of the fixed -route service for a total of
$408,200; and find that the proposed action is exempt from the California

This action is to authorize the Director of Public Works or his designee to negotiate and execute an
agreement and to approve funding for the continuation of public transit services for the
unincorporated County community of the Palos Verdes Peninsula for Fiscal Year 2017-18.
IT IS RECOMMENDED THAT THE BOARD:
1. Find that the Palos Verdes Peninsula Transit Authority services are statutorily exempt from the
California Environmental Quality Act.
2. Authorize the Director of Public Works or his designee to negotiate and execute an agreement
with the Palos Verdes Peninsula Transit Authority to finance the County's jurisdictional share of the
costs of the Palos Verdes Peninsula Transit Authority services for Fiscal Year 2017-18 estimated to
be $32,200 with an additional contribution of $376,000 toward the cost of the fixed -route service for a

PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The purpose of the recommended actions is to provide for the continuation of fixed -route and
paratransit services provided by the Palos Verdes Peninsula Transit Authority (PVPTA) for the
unincorporated County area residents and additional financial assistance to the PVPTA for Fiscal
Year 2017-18.
Implementation of Strategic Plan Goals
The County Strategic Plan directs the provision of Strategy 11.2, Support the Wellness of our
Communities and Objective 11.2.4, Promote Active and Healthy Lifestyles. The recommended actions
will provide transit services to members of the public to access educational, recreational, shopping,
medical, and business opportunities.
FISCAL IMPACT/FINANCING
There will be no impact to the County General Fund.
The estimated cost to the County to provide the public transit services in Fiscal Year 2017-18 is
$408,200. The County's jurisdictional share of the cost of the paratransit service is approximately
$7,700. The County's jurisdictional share of the cost of the fixed -route service is approximately
$24,500, and the County will also contribute a fixed sum of $376,000 toward the cost of the fixed -
route service. The necessary funds are available in the Fourth Supervisorial District's Proposition A
Local Return Transit Program and included in the Transit Enterprise Fund Fiscal Year 2017-18
Budget.
FACTS AND PROVISIONS/LEGAL REQUIREMENTS
The PVPTA is a Joint Powers Authority established on September 11, 1992, consisting of the Cities
of Rancho Palos Verdes, Rolling Hills Estates, and Palos Verdes Estates. The PVPTA contracts for
service through a competitive process.
Beginning Fiscal Year 1995-96, the Board has annually approved financing the County's
jurisdictional share of the cost of the PVPTA services. The County has also provided an annual
contribution of $376,000 for fixed -route service in addition to the County's jurisdictional share of the
cost of the fixed -route and paratransit services.
The agreement will be approved as to form by County Counsel prior to execution.
ENVIRONMENTAL DOCUMENTATION
The proposed activity is statutorily exempt from the provisions of the California Environmental
Quality Act pursuant to Section 21080(b)(10) of the Public Resources Code. This exemption
provides for the institution or increase of passenger or commuter transit services.
IMPACT ON CURRENT SERVICES (OR PROJECTS)
This action provides for continuation of current services. The PVPTA provides transit services that
improve mobility for all in the Palos Verdes Peninsula.
