AGENDA DESCRIPTION:
Consideration and possible action to review City Council Subcommittee Goals for the
Portuguese Bend Land Flow
RECOMMENDED COUNCIL ACTION:
(1) Review the City Council Subcommittee Goals for the Portuguese Bend Land
Flow, and provide additional input as appropriate.
FISCAL IMPACT: The proposed RFP design/build process will identify the expected
cost of this project.

BACKGROUND AND DISCUSSION:
In the spring of 2017, the City Council appointed Mayor Pro Tem Jerry Duhovic and
Council Member Ken Dyda to a subcommittee to identify possible solutions or strategies
to deal with the Portuguese Bend (PB) Landslide. This subcommittee was formed to
begin a collaborative process with the community and (possibly) with experts. A series
of four (4) public meetings have been held to elicit the best ideas of the community and
seek input on goals and possible solutions related to the PB Landslide. Each of the
meetings had a specific topic identified for discussion:
(1) The 1St meeting on June 1 focused on identifying goals;
(2) The 2nd meeting on June 7 focused on water runoff;
(3) The 3rd meeting on June 29 focused on surf -zone erosion; and,
(4) The 4t" meeting on July 6 focused on interior water.
The meetings were held at Hesse Park, and were promoted on the City's website, the
"Breaking News" listserve, and the City's Nextdoor and Facebook pages.
At the first meeting, a short introduction was provided by Council Member Dyda and
Mayor Pro Tem Duhovic, which outlined the process and during the meeting 3 goals

were identified and also potential solutions relating to the land flow that might need to
be considered in the series of meetings to follow.

• Decrease the cost of ongoing road repair
• Decrease resident inconvenience
• Decrease cost of slowing slide
• Home stabilization
• Eliminate the danger of the City being "cut in 2" by the loss of the Palos Verdes
Dr. S. thoroughfare
• Retain Palos Verdes Dr. S.
• Restore ecology/geology (ocean & land)
• Preserve ocean life/tide pools
2. Legal protection
• Explore possible geological hazard abatement district to protect City from costly
and hazard -related damages
• Avoid a liability situation similar to Palos Verdes Estates landslide
• Understand legal protection upfront
3. Protect the integrity of the nature preserve
• Oceanic and Land Ecosystems
A series of three (3) additional subcommittee meeting identified potential solutions:
Meeting 2: Intercept & direct water to ocean
Meeting 3: Reduce effect of surf -zone erosion and restore ecology/geology
Meeting 4: Interior water
The outcome of these four (4) subcommittee meeting was the identification and
articulation of a desired result:
Structure a design -build Request for Proposals (RFP) to solicit federal funding for
contracting companies to provide cost vs. options for success in their responses
a. Project study report by experts
b. Create community consensus
Pursuant to the meetings, the subcommittee and attendees identified that hiring
competent coastal engineers to perform a landslide mitigation feasibility study with a full
hydrology study of the area was an important next step.

CONCLUSION:
The Subcommittee believes that the process outlined above will be able to produce a
strong RFP for a design/build process. The Subcommittee and Staff will keep the City
Council updated on the progress of the RFP throughout the remainder of the summer.
