RECOMMENDED COUNCIL ACTION:
(1) Continue the public hearing and bring this matter back to a date uncertain to
allow additional time to research questions asked by the City Council at its June
6, 2017, meeting.

BACKGROUND AND DISCUSSION
On June 6, 2017, the City Council was asked to consider introducing amendments to
the City's Building Code by adopting by reference the latest updates to the Los County
Fire Code. At this meeting, the Council expressed concerns regarding the impacts that
the Fire Code has had on local development projects, particularly the owners of single-
family residences. Specifically, the City Council raised the following concerns:
• What triggers the installation of interior sprinklers and/or the installation of a new
or upgraded fire hydrants, and its related costs?
• What are the costs associated with the proposed Code upgrades?
• Can the costs associated with infrastructure improvements, such as the
installation of a fire hydrant, be shared by the surrounding properties benefiting
from the improvements rather than the project applicant?
• What are the consequences associated with the increased fire flow requirements
that are imposed on projects given the majority of the City is located in a Very
High Fire Hazard Severity Zone?
• Can the City's Very High Fire Hazard Severity Zone be amended?
Due to the breadth and scope of the questions raised by the City Council, Staff
needs additional time to meet and work with Fire Department and CalWater

representatives. Thus, Staff requests bringing this matter back at a future City
Council meeting in August. A new public hearing notice will be issued at that time.
