EXECUTIVE SUMMARY:
This month's report includes:
• An update on the CalWater pipeline project in Rolling Hills Estates, the
unincorporated Westfield community and Rancho Palos Verdes;
• A final report on the San Pedro Community Plan Update in Los Angeles (San
Pedro); and,
• A final report on the 2 -lot single-family at 5883 Crest Road in Rolling Hills
Estates.
BACKGROUND AND DISCUSSION:
The following is the first biannual report to the City Council on various "Border Issues"
potentially affecting the residents of Rancho Palos Verdes for 2017. The complete text

Please note that, with the recent approval of changes to City Council Policy No. 34, the
next Border Issues Status Report is expected to appear on the City Council agenda of
December 5, 2017.

Current Border Issues
CalWater Palos Verdes Pipeline Project, Rolling Hills Estates/Los Angeles
County/Rancho Palos Verdes
On May 22, 2017, Staff from the Community Development and Public Works
departments met with Staff from Rolling Hills Estates and their environmental consultant
to discuss the CEQA process for this project. The direct impacts of the project will be
limited to the public right-of-way of Crenshaw Boulevard between Silver Spur Road and
Crest Road. Indirect impacts are expected in terms of construction effects (e.g., noise,
air quality, traffic, etc.) upon neighborhoods adjacent to the route of the pipeline, as well
as upon Peninsula motorists in general. There was mutual agreement for a
presentation of the project's CEQA review to the City Council either just before or during
the 30 -day public review period for the project, which is expected to occur early this
summer. Staff will continue to monitor this project in future Border Issues Status
Reports.
San Pedro Community Plan Update, Los Angeles (San Pedro)
On April 28, 2017, the City of Los Angeles announced that the Final Environmental
Impact Report (FEIR) for the San Pedro Community Plan Update had been completed.
In the past, the City commented on this project and expressed our concerns about
previous proposals to significantly increase the intensity and height of new development
envisioned in the vicinity of Western Ave. and W. 25th St. Eventually, these components
of the community plan update were eliminated. Additional community plan updates
along the Western Ave. corridor basically reflect continued development and
redevelopment at the same intensity and density that currently exists. The FEIR and
additional related information is available by clicking here. The Los Angeles City
Council is expected to adopt the updated San Pedro Community Plan by this summer.
Staff will remove this item from future Border Issues Status Reports.
5883 Crest Road Project, Rolling Hills Estates
On January 9, 2017, the Rolling Hills Estates (RHE) Planning Commission approved the
proposal for a 2 -lot parcel map and development of two (2) detached, single-family
homes at the northeast corner of Crest Rd. and Highridge Rd. On February 28, 2017,
the RHE City Council considered the proposal, including the introduction of the
ordinance to change the site's zoning from commercial to residential. On March 28,
2017, the RHE City Council adopted the ordinance approving the rezoning, thereby
completing the discretionary review of the project. Staff will remove this matter from
future Border Issues Status Reports.
New Border Issues
There are no new Border Issues on which to report at this time.
