MGT will finalize its report after the beginning of FY 2016-17. As a part of their ongoing analysis, MGT has identified that the Department methodology for identifying costs does not capture costs associated with the provision of veterinary services to all sheltered animals. Since the time the methodology was initially developed, changing laws and community expectations have resulted in an expanded level of service. This has not been reflected in past billing rates. A full capture of this cost results in a $12 per animal, per day cost increase. In an effort to balance the need to recover costs with a consideration of the impact of this increase to cities, only a portion of the increase will be applied to the sheltering rate for FY 2016-17. As a result, rates have been set at $28.79 per animal, per day, a $5.00 increase. We will be reaching out to you as soon as the MGT study is completed to invite you to one of several meetings set at locations throughout the County to provide city representatives with information about the revised billing methodology and any additional changes that may be implemented, including how these changes may impact your city. Changes in Invoice Processing Effective January 1, 2017, the Department will use an automated process to identify field services provided to your city. This process is linked with our payroll system and will provide the Department with additional analysis tools for invoice reconciliation, services demographic planning, and deployment of resources. Because it is linked to payroll, it will create a 30-day delay in generating information to produce invoices. As a result, the City-County Municipal Services Agreement will change as follows: 9.1 The County, through the County of Los Angeles Department of Animal Care and Control, shall render to said City within 15 days 45 days after the close of each calendar month a summarized invoice which covers all services performed during said month, and said City shall pay County for all undisputed amounts within 30 days after date of said invoice. This amendment to the Services Agreement will be sent by November 2016 for signature. Service Level Request To ensure prescribed services implementation within your jurisdiction without interruption, we are seeking your cooperation in completing the enclosed Service Level Request (SLR) and submitting it no later than June 16, 2016. This document provides us with an acknowledgement of planned services and allows for operational planning and deployment of resources. During the fiscal year, the City may also submit a request for services amendment as needed. These additions or deletions to services contemplated in a revised Service Level Request can be scheduled for implementation upon agreement by both parties. In addition, enclosed is a breakdown and description of kennel days and field services (Enclosure B) and FY 2016-17 budgetary estimates (Enclosure C) for your reference.
