RECOMMENDED COUNCIL ACTION: 1) Receive an update regarding the final design plans and specifications for the Lower Hesse Park Improvement Project. FISCAL IMPACT: Funding for the project is included in the current budget in the amount of $627,575. The project is also funded by a $300,000 Los Angeles County Regional (Measure A) Grant, for a total project budget of $927,575. Rendering of Proposed Improvements (page A-1) BACKGROUND AND DISCUSSION: Hesse Park opened to the public in 1983 and, since that time, the 18 -acre Lower Hesse Park section has remained mostly undeveloped. In 1999, Lower Hesse Park was improved with a series of trails, a dirt parking lot and sand volleyball court. The lower site was connected to the upper section of the park by a trail on the north side of the property. At the October 20, 2015, City Council meeting, a modified conceptual plan, supported by the public, was approved. Subsequently, at the December 1, 2015, meeting, the City Council approved submission of a grant application to the Los Angeles County Regional 1 Park and Open Space District for the project. On April 11, 2016, the City was awarded a $300,000 Measure A reimbursable grant to implement the improvements. Since that time, the City's project architects, Withers and Sandgren, developed and completed design drawings and specifications. The final plans include hydroseeding, xeriscape/drought tolerant planting, installation of drip irrigation, an improved parking lot, native plantings, a landscaped buffer, improved trails, picnic nodes, and a rock -filled drainage area. No active elements beyond the existing on-site sand volleyball court are included in the project (Attachment A). Staff has been working with the surrounding Pacific View homeowners' association to develop the components of the improvement plans. The current project is a product of the collaboration between the Pacific View residents and Staff. The preliminary cost estimate for the project is $841,620. The project is currently out to bid so that Staff can determine the actual costs for the project (bids were due by May 16, 2017).
