South Bay Cities Council of Governments (SBCCOG) Reimbursement EECAP (2014) South Bay Cities Council of Governments DATE: August 20, 2014 TO: City Managers&City EECAP Representatives FROM: Jacki Bacharach, Executive Director RE: Reimbursement to Cities for Participation in the Energy Efficiency Climate Action Plans(EECAP) BACKGROUND: In the funding that the SBCCOG received from Southern California Edison (SCE)for helping cities prepare their Energy Efficiency Climate Action Plans(EECAP),SBCCOG staff was able to include$94,000 over the two year project for reimbursement to participating cities for their staff time.This memo outlines the process for reimbursement and invoicing for city staff participation in the EECAP project that was approved by the SBCCOG Board of Directors on May 22, 2014. REIMBURSEMENT PROCESS: Reimbursements will only be paid to cities that are current with their SBCCOG dues and assessment and are based on a population formula consistent with SCE Contract and the SBCCOG Climate Action Plan assessments. Therefore,the total reimbursement amount that each participating city would be eligible to receive, based on population,would be as follows: Population Cities Total Reimbursement Group 1 >75,000 Torrance, Inglewood,Carson, Hawthorne $9400 per city Group 2 30,000- Redondo Beach, Gardena, Rancho Palos Verdes, $6770 per city 75,000 Manhattan Beach, Lawndale Group 3 5,000- Lomita, Hermosa Beach, El Segundo, Palos Verdes $4045 per city 30,000 Estates, Rolling Hills Estates Group 4 < 5,000 Rolling Hills $2070 Cities can be reimbursed for staff participation at the completion of key task(s)for a percentage of the full amount at three different points in the process: Tasks Percentage of Reimbursement Tasks 1-3 36% Task 4 31% Tasks 5-7 33% The following provides the detailed tasks and expectations per city, along with the reimbursement available by group. Staff also are requested to attend bi-monthly EECAP Working Group meetings when schedules permit attendance. INVOICING PROCESS: The SBCCOG will provide a city specific invoice template that includes documentation for each of the tasks listed above. City staff will review and modify as needed and submit the invoice to the SBCCOG for payment to Suzanne Charles,Administrative Officer.
