(681)940-4191 On October 21, 2014, the Department met with the City's Community
Development and Public Works managers to discuss this issue and explain
the types of services the Department provides in accordance with the
contractual agreement.
After discussions with experts and our County Counsel, we have concluded
that the Department will not be able to provide the removal of dead marine
animals service as requested, for the following reasons:
1. Our Animal Control Officers do not have the training or equipment
necessary to handle dead marine life disposal.
2. The Service Agreement with the City does not include the removal of
dead marine life. Because our billing rates are based on actual and

ongoing services provided, and removal of dead marine life is not a service
provided by the Department, the County did not factor this service into the
formula for calculating the base billing rate for dead animal disposal. It would not
be reasonable to recalculate the billing rate to factor a cost that would serve only
one of the many cities who are billed for dead animal disposal.
Finally, in addition to clarifying that the Department cannot provide service for removal
of large, dead marine life, the Department would like to clarify that the removal of dead
land animals at the beach will be limited to a maximum of 150 pounds.
We provided the City with an alternative solution for disposal of dead marine animals.
The City may make arrangements directly with our current animal disposal vendor, D&D
Disposal Services. D&D Disposal Services has confirmed that they have the capability
and expertise to remove dead marine life from the beaches. They may be contacted at
