Shaping the Future,One Project of a Time. February 20,2014- Revised May 6,2014 Mr.Ron Dragoo,PE,Senior Engineer City of Rancho Palos Verdes-Public Works Department 30940 Hawthorne Boulevard Rancho Palos Verdes,California 90275 Subject: Harris Team Provides Innovative Alternatives City's Sewer Design Dear Ron: The City's plan to increase sewer capacity at deficient locations identified in the Sewer Master Plan throughout the City presents an excellent opportunity for the Harris team to provide alternative solutions and innovative ideas to create more than just a well- designed and functioning sewer. In our Project Approach we will present several ideas in detail that we feel will achieve the City's goals. We will provide ways to reduce construction costs, improve function and reducing future maintenance efforts, rather than simply implementing the Master Plan-recommended upsizing.Mr.Randall Berry,PE,will lead the charge and will guide his experienced team to refine several potential solutions including: Potential Sewer Re-profiling Alternative:Whereby the apparent sewer d/D flow deficiencies are remedied via extending the impacted limits downstream (and/or upstream)while ideally maintaining the same size mainline sewer, with the goal to: • Reduce construction costs by installing a smaller line • Avoid downstream"bottleneck"issues • Avoid potential lack of self-cleaning velocities associated with upsizing the lines mid-reach,which would avoid future maintenance issues Potential Trenchless Sewer Alternative:Whereby the required sewer upsizing will be considered via trenchless methods such as pipe bursting, with the goal to: • Reduce construction costs (approximately 30%to 50%less per linear foot) • Reduce traffic control impacts(less open trench in the street) • Reduce negative impacts to existing AC pavement(which was noted to be in very good shape) • Pipe bursting could be especially attractive at location#3 in the easement behind Silver Spur where access adjacent to the natural canyon could be limited and there are apparently no lateral connections to reinstate • Directional drilling or other trenchless new pipe installation method could be especially attractive at location#4 if a parallel sewer is to be constructed since there will be no lateral connections and thus a minimal trenching Potential Parallel Sewer Alternative:Whereby a new VCP sewer will be considered for constructed at location 4,on PVDS,from Conqueror Drive to Schooner Drive, with the goal to: • Reduce construction costs by avoiding the removal of the existing 8"VCP sewer • Reduce construction costs by avoiding having to reconnect 20 existing sewer laterals • Reduce construction costs by allowing the reduction in size of the new parallel sewer line reducing it to say a 12"diameter rather than the 15"or 18"upsizing suggested in the Master Plan • Eliminate the need for a temporary sewer bypass system thus reducing related costs, inconvenience and risk • Minimize traffic control impacts- no sewer lateral trench cuts and flexibility for less impactful new line location LACDPW's Approvals:We have successfully obtained a similar Los Angeles County Department of Public Works approval when we prepared sewer plans for the City of Rancho Palos Verdes in the shoulder adjacent to the Palos Verdes Drive East switchbacks as part of the San Ramon Canyon Drainage Improvement project. This translates to peace-of-mind for City staff because the Harris team has developed good working relationships with these agencies and is aware of all of the latest requirements, application forms and format preferences. The entire Harris team is ready to start immediately and the level of detail in this proposal is indicative of the level of care we will maintain from the kick-off meeting, until the project is constructed and ready to serve the community! Some potential alternative solutions, which would save the City money without compromising quality, are also shown in the far right column in the table below. Major Project Elements Some of the major project elements are anticipated to be as follows: Sewer Flow Monitoringto Confirm Deficiencies: In order to confirm the deficiencies identified in the Master Plan of Sewers,Harris will utilize a flow monitoring and modeling sub-consultant ID Modeling (IDM).IDM 4 -:.. _. . will oversee the installation of five (5) temporary flow monitoringdevices, namelyone strategically located at a. '_4* g Y _ - * ,:al each of the five deficient sewer locations. Approximately " 5 , T. three (3)weeks of flow monitoring will be data will be a collected and the data will be analyzed to develop the / . _ - ' ' encountered flows and will be processed to determine the range of flow depth to pipe diameter(dID) occurring Photo 1: Proposed sewer improvements in the pipe over the flow monitoringperiod. This will p p p P location along West General Street at Bernice give a good indication of the available pipe capacity under Drive adjacent to Crestwood School, where the dry-weather flows and then IDM will apply wet-weather existing 8" sewer is flat(S = 0.40%). peaking factors to estimate the peak wet-weather flow occurring within each of the five sewer reaches.IDM will develop a brief summary Technical Memorandum detailing the flow monitoring procedures, data processing, observed dry-weather flows, estimated peak wet- weather flows, and available pipeline capacity for each sewer reach analyzed. Flat Profile Existing Main Lines:A review of the existing sewer record drawings revealed that four out of five of the Master Plan upsizing locations appears to be driven by the flatness of the existing pipeline profiles (pipe profile slope S = 0.40% or 0.36%).Adjacent reaches upstream and downstream of the subject improvement areas have the same size sewer pipe but have steeper profile grades and have not been similarly identified as being deficient. This appears to be a sign that(at least in many of the cases) the flat grade is contributing to the depth over diameter(d/D) deficiency. From Harris &Associates'extensive sewer design experience it is understood that it is not a typical best 2 Harris &Associates I Project Approach practice to upsize a segment of sewer line while leaving P ki ... the downstream segment at the original diameter. In , , . - I these cases the deficiency does not fall into the typical deficiency situation whereby generated flows have seen i, a, ` , an increase over time due to an increase of development A r. 11;.-:. _ --."`w -'` ,E •'" upstream, which presents a much greater threat potential .. w. . for sewage spills. In the cases presented for our proposed project improvements, the more likely scenario would be a temporary surcharge in the sewer mainline line where the d/D rises above the ideal design limits, which ‹ -u although not desirable, does not present the same type of threat potential for a sewage spill as does a truly deficient system that requires upsizing all the way downstream to 1 a larger diameter receiving system. t i 1 Photo 2: Proposed sewer improvements location Consequently,as a first priority alternative design, the along Basswood Avenue at Shorewood Road, Harris team will investigate the opportunity to improve again where the existing 8" sewer is flat(S = the mainline sewer profile slope where upstream and 0.36%). downstream constraints (profile slopes) and lateral connection profiles are favorable to this option. In doing so we will confirm whether there is a steep pipe downstream (and/or upstream) that could be taken advantage of and perhaps be joined further downstream (and/or upstream) to increase the mainline profile grade.A simultaneous verification will also be required to confirm that all of the sewer lateral connections in any of the re-profiled mainline sewer segment are compatible to allow the lateral to be re-profiled,as required,to maintain a positive grade (gravity flow) to each mainline connection point. Finally, every existing utility that crosses perpendicular to the sewer mainlines that are being considered for re-profiling will also have to be closely analyzed to maintain clearances and avoid conflicts. As an added precaution we have allotted an optional budget for utility potholing of the up to ten (10)utility crossings. As long as the d/D deficiency is resolved by reprofilin. the 8"sewer mainlines then this alternative would also be considered advantageous, over simply i f. upsizing the mainline, because it will save the -`_ ' )t ► ' . _ city the cost of installing a larger diameter pipe. - : f:.:', '`iri?",....:,. r In addition to saving money, this re-profiled '' `.3'-*i - i. Note that the green which could actually require more attention portion of this alignment appears to have adequate (regular maintenance/jetting similar to siphon capacity due to having a steeper profile grade. locations) than just allowing for an occasional surcharging in these sewer mains. -- Harris&Associates I Project Approach Parallel Sewer Alignment Alternative:Again a review of the existing . g sewer record drawings revealed that one :. 1 a - out of the five Master Plan upsizing locations appear to lar be driven,at least in part,by a true over capacity issue (not just a flat slope). This appears to apply at Location 4, Palos Verdes Drive South from Schooner Drive to Conqueror Drive, where an existing8"sewer from q sewer Conqueror Drive confluences with an existing10" q from Palos Verdes Drive South.Since the existing 8" mainline profile in this reach hasprofilegrades in the S = 2.64%to 5.5%range,there is an increased likelihood - that this 8"sewer would be adequate if the 10"sewer was not being confluence into it at Conqueror Drive. This suggests that the investigation is warranted to determine Photo 4: Existing 8" sewer location along the feasibility of a parallel sewer in the frontage road the frontage road portion of Palos Verdes adjacent to Palos Verdes Drive South from Schooner Drive South in between Schooner Drive and Drive to Conqueror Drive.Harris has successfully utilized Conqueror Drive. Note adequate room exists to this parallel sewer installation approach on many similar fit a parallel new sewer in the frontage road if sewer capacity improvement projects, most recently this alternative is found feasible/desirable. on separate City of Anaheim projects along La Palma Avenue and along Ball Road. The advantages of considering the installation of a parallel sewer line instead of simply upsizing the existing sewer main include: • Reduces construction costs by avoiding the removal of the existing 8"VCP sewer and having to reconnect 20 existing sewer laterals. • Reduces construction costs by allowing the reduction in size of the new parallel sewer line reducing it to say a 12"diameter rather than the 15"or 18"upsizing suggested in the Master Plan (note both sizes are actually recommended in various charts in the master plan/ RFP). • Eliminates the need for a temporary sewer bypass system, since the existing sewer main remains in service while the parallel is being constructed, and thus saves on related bypass system costs, reduces public inconvenience and eliminates the risks associated with bypass operations. • Minimizes traffic control impacts since there will be no sewer lateral trench cuts or slowing ReclAcentent Pike e3OA Pila mai of the mainline pipe installation to make 'ratio 1:'Bypass w lateral connections. The new parallel line can _ ideallybeplaced in a location closest to the titkei L P:t . . Trenchless Sewer Upsizing Installation Alternative: Consideration will also be given to the feasibility of utilizing trenchless sewer upsizing methods, such as pipe bursting of the existing VCP sewer mainlines (see Exhibit A). Harris &Associates is ranked 22nd in Trenchless Technology magazine's Top 50 Design Firms for 2013.Harris has been a leader in trenchless technology since 1990.Pipe bursting is a proven trenchless method for upsizing existing sewer pipelines in the diameter ranges this project requires (upsizing from an 8"to 15"diameter pipe is successfully achieved on a regular basis). Harris&Associates I Project Approach The advantages of utilizing a trenchless installation # method such as pipe bursting instead of traditional open trench installation include: ' • Reduces construction costs (approximately 30%to "" ..; ! or,„„...di 50%less per linear foot) 14.5isr44;- - • • Reduces traffic control impacts (less open trench in ,° _n • : ,,, ---- : „ the street) • Reduces negative impacts to existing AC pavement (keeps more AC pavement intact, which was noted to be in very good shape at all of the project locations, see previous photos 1—6 that illustrate the existing good roadway pavement conditions) Photo 5: Existing 10" sewer location along Palos • Pipe Bursting could be especially attractive at location Verdes Drive South outside the frontage road #3 in the easement behind Silver Spur where access near Conqueror Drive. Note this is the 10" line adjacent to the natural canyon could be limited and that was confluenced with the 8" line in the there are apparently(per record plans) no lateral frontage road and also has a flat grade (S = connections to reinstate 0.40%). • Directional drilling or other trenchless new pipe installation method could be especially attractive at location#4 if a parallel sewer is to be constructed in the frontage road adjacent to Palos Verdes Drive South from Schooner Drive to Conqueror Drive since there will be no lateral connections to reinstate and thus a minimal amount of trenching limited to only the launching and receiving pits Note: Reinstating sewer lateral service connections,as part of the pipe bursting upsizing method,is not a limiting factor and is done with ease via open trenching of a localized access pit at each lateral connection location. These access pits are excavated at each lateral in advance of the pipe bursting installation so that temporary bypass lines can be installed and temporary lateral connections can be reinstated immediately the , same day and then followed up with permanent lateral 3 +Me - - connections shortly thereafter. Steel plating is utilized at s each pit for easy access that allows for the safe"buttoning up"of the roadway at the end of each work day until the permanent roadway surface can be placed. Further, the pipe bursting technology has improved • significantly in recent years such that pneumatic air driven cracking cones are now used, instead of expandable/retractable claws, which results in a less Photo 6: Existing 8" sewer location along Palos ex P Verdes Drive South adjacent to Abalone Cove explosive, less impactful installation that is safer for Shoreline Park, where the existing8" sewer is adjacent utilities, suitable for a wider range of soil flat(S = g 0.40%) and traffic control will be most conditions and is more flexible for use in shallower critical due the busy highway. installation applications than the older now outdated pipe bursting methodologies. County of Los Angeles Department of Public Works (LADPW)Approval:The design criteria, material specifications, applicable general notes and plan preparation formatting must all be prepared in accordance with LADPW's standards since LADPW must approve the plans. This is the case so that LADPW can ultimately maintain the sewer lines for the City in the future.Harris has recently gone through this process when we prepared sewer 5 Harris&Associates I Project Approach plans for the City of Rancho Palos Verdes in the shoulder adjacent to the Palos Verdes Drive East switchbacks as V part of the San Ramon Canyon Drainage Improvement process. These plans also required LADPW's approval .p and were generally prepared to LADPW's standards. +; - = x a Consequently,Harris is very familiar with LADPW's design requirements, standards and formatting. MinimizingTraffic Impacts:Traffic control willloopplanst.. be prepared for the five project locations, using a combination of typical and custom designs as appropriate. Consideration will be given to ways to reduce impacts to traffic (vehicles, bicycles and pedestrians) including: • PVDS—adjacent to Abalone Cove Shoreline Park Photo 7: Access will maintained,. ce b eat alltimes (see photo 6):this is the location worst traffic control to Abalone Cove Shoreline Park. conditions (besides the 10"line work in PVDS at Conqueror Drive, see photo 5),however with a raised median divider and the sewer line being mostly in the curbside lane the southeast bound traffic in PVDS can effectively be contained within the median-side lane with minimum impacts anticipated given the relatively low number of vehicles that use this roadway. • Bicycle Detour and Pedestrian Emphasis:Special emphasis will be given to bicycle detour and pedestrian detours where applicable, especially where there is heavy bike and pedestrian usage as along PVDS (see photo 6). • Abalone Cove Shoreline Park Access:Access will be maintained at all times to Abalone Cove Shoreline Park(see photo 7). • Fire Station#53 Emergency Access:Emergency access to the existing Fire Station#53 will be maintained at all times (see photo 8). • Crestwood School Impacts:Impacts to Crestwood School adjacent to West General Street will be minimized by setting allowable working hours that are most compatible with the school's pick up and drop off times (see previous photo 1). • Impacts to Residential Access: Impacts to - 3 ef ix. residential access will be minimized via detailed , requirements in the special provisions (see previous #, ft , ' „Le ,_ photos 1,2&4) and potentially through innovative . ` 4. , T_ f construction methods such as trenchless installation _ Ea{. ° , ' ~ ' $ ` and/or parallel line installation and by working in the T ” . `'X4:4 easement behind the residences. ' ` .36 or '- - Additional Design Considerations: Some additionalall reviewing } design considerations that were noted when e vewin g - _ 01111141 the record plans and visiting the project sites include: rwril' 0 oros," . • Addressing Existing Perpendicular Storm Drain Crossings:It was noted on the record plans that there are numerous existing perpendicular storm ^` Photo 8: Emergency access to the existing Fire drain crossings that must be addressed to make sure Station # 53 will be maintained at all times. adequate clearances are maintained when upsizing (and potentially re-profiling) the sewer mainlines that are in conformance with the Health Department requirements. This also includes addressing existing c Harris&Associates I Project Approach concrete bedding/blankets that were installed between the existingsewer and storm drain pipes so that the Pp contractor has no grounds to claim extra compensation , r for unforeseen conditions during construction. • 4- Addressing Existing Pipe"Cradle"under the ,_ . General Street Sewer:It was noted on the record .x plans that the existing sewer line installation in West General Street was made in canyon fill and a pipe "cradle"was installed under the existing 8"sewer to avoid future settlement. The existence of this cradle wil - be noted on the plans to make the contractor aware of any potential related additional efforts that may be _• s _2 ;_ required. Also as part of the geotechnical report, the Harris team will investigate whether a cradle should Photo 9: A potential construction yard location continue to be considered for the upsized sewer line exists along PVDS at the abandoned fruit market as well,or whether the potential for future settlement drive-through site, which is near sewer locations is no longer an issue due to the time elapsed since the 4 and 5. canyon was filled. • Potential Construction Yard Location:Due to its close proximity to sewer upsizing locations 4 and 5 along Palos Verdes Drive South, the City may wish to consider utilizing the abandoned fruit market drive-through site for a temporary construction yard (see photo 9). • Water Quality: Harris has done research with the assistance of experts in the field of water quality to determine that given the type of improvements and the timeframe of the construction of the project there appears to be no pressing need for a water quality plan (SUSMP/LID/Green Street). However, the project specifications should discuss the need for SWPPP measures, including sediment/erosion control by the contractor. • Environmental Clearances: Consistent with similar sewer projects,no significant environmental permitting issues are anticipated. This is primarily because the proposed sewer alignments will not vary significantly from the existing alignments or vary from their original functional purpose and will remain in previously disturbed roadway and sewer easement areas. Thus it is assumed that Harris will assist City staff with the required environmental forms and check lists that would be required for the anticipated Categorical Exemption finding. 7 Harris&Associates I Project Approach SCOPE OF SERVICES AND SCHEDULE The Harris &Associates team Scope of Services for the City of Rancho Palos Verdes Five Sewer Design Project is divided into three phases incorporating several specific sub-tasks. The first phase of work consists of data gathering via research and field investigation. The second phase of work includes the development of preliminary design recommendations and the preparation of construction documents for the identified improvements. The final phase includes engineering support during bidding and construction. Not shown in each work task, but included in the project scope, are project management and coordination of the work with the City and other affected parties. Scope of S The proposed scope of services is detailed as follows: Phase 1 - Research and Investigation A. Kick-Off Meeting The project will commence with a kick-off meeting with City staff. The purpose of the project, desired objectives and potential alternatives will be discussed. The project schedule will be reviewed and lines of communication will be established. B. Review Existing Documents The existing Master Plan, video inspections, and record plans will be thoroughly reviewed and documented as appropriate. C. Sewer Flow Monitoring to Confirm Deficiencies: In order to confirm the deficiencies identified in the Master Plan of Sewers,Harris will utilize a flow monitoring and modeling sub-consultant ID Modeling (IDM).IDM will oversee the installation of five (5) temporary flow monitoring devices, namely one strategically located at each of the five deficient sewer locations. Task Cl—Sewer Flow Monitoring: This task includes the installation of up to five (5) temporary flow monitoring devices within the Rancho Palos Verdes collection system at predefined manholes,as approved by the City and Harris and Associates. The final flow monitoring locations will be determined based upon access and manhole depth. IDM will oversee the installation and retrieval of the flow monitoring devices. IDM staff will be onsite to ensure the flow monitoring devices are installed in the correct manhole for each sewer reach. It is anticipated that up to 3 weeks of flow monitoring will be adequate for this analysis. Flow data for each pipeline reach will be provided in 5-minute increments in spreadsheet format for processing. Task C2—Data Processing: IDM will oversee the processing of the flow data to develop average flow, peak flow, diurnal patterns, and identify any wet-weather flows due to storm events occurring during the flow monitoring period. The processed flow data will be reviewed to determine the range of flow depth to pipe diameter (d/D) occurring in the pipe over the flow monitoring period. This will give a good indication of the available pipe capacity under dry-weather(and potentially wet-weather) flows over an extended period of time. Assuming that a storm event is not captured during the flow monitoring period,IDM will apply wet- weather peaking factors to estimate the peak wet-weather flow occurring within each sewer reach. This will be determined based upon several factors, including the age of the system, pipe material, land use,and number of customers upstream of each reach. It is assumed that the City's GIS sewer system and land base data will be available. Harris&Associates I Scope of Services and Schedule Task C3—Summary Technical Memorandum: IDM will develop a brief summary Technical Memorandum (TM) detailing the flow monitoring procedures, data processing, observed dry-weather flows, estimated peak wet-weather flows, and available pipeline capacity for each sewer reach analyzed. The summary TM will include detailed figures identifying each sewer reach and include pipe profiles showing water levels under varying flow conditions, including the magnitude of surcharging (if any) identified under peak flows. Task C4—City Meeting on Sewer Flow Monitoring: Harris will meet with City staff to review the finding of the sewer flow monitoring and analysis results. It is anticipated that one of three scenarios could be encountered upon the receipt of the sewer flow monitoring and analysis results, namely: 1. The flow monitoring data confirms the deficiencies identified in the Master Plan of Sewer and any one of or all of the five sewer locations and it is decided by City staff that the remaining project scope should continue for any one of or all of the five sewer locations. 2. The flow monitoring data does not confirm the deficiencies identified in the Master Plan of Sewer and any one of or all of the five sewer locations and it is decided by City staff that the remaining project scope should NOT continue for any one of or all of the five sewer locations. 3. Some combination of items 1 and 2 above. Upon a written notice to proceed from City staff the Harris Team would proceed with any combination of full scope or reduced scope as it is determined to be required.Work would not proceed on the remaining field investigation and design scope of services without specific approval by City staff. D. Utility Coordination As-built plans and/or atlas sheets for all the utilities in the vicinity will be obtained.Field reviews will also be conducted to confirm locations of existing utilities. E. Field Surveys(KDM Meridian) Harris will utilize subconsultant KDM Meridian to obtain a field survey, consisting of curb-to-curb topography, manhole rim and invert elevations,(including the sewer manholes one segment beyond each terminal point of the repair reach) and additional finished surface shots along the center line of the existing pipe. From these we will produce 1"=20'base sheets and show underground utility lines as necessary in the project area. Right-of-way lines will be shown from the City records and AP maps. F. CCTV Review& Inspection0 tional Additional CCTV (DownStream Services) p Harris will conduct detailed reviews of available City-provided existing CCTV reports and videos to verify the condition of existing sewer facilities and the location of all laterals. This review will also be used to confirm the identified condition of the existing sewer locations where a potential parallel sewer might be contemplated to confirm whether any rehabilitation to the existing line might be required. The City's Sewer Master Plan indicates that existing CCTV inspections were not available for locations 1,4& 5,(L = 3,685'+/-) thus if the City staff opts to include this service, then DownStream Services,Inc.,Harris'sub- consultant, may perform CCTV inspection at the selected locations and provide written summaries and DVD of their findings.Cleaning(3 passes) has also been provided as a separate optional line item in case the City has recently cleaned the sewer lines and thus does not require them to be cleaned. G. Geotechnical Investigation (LOR Geotechnical) LOR Geotechnical,Harris'sub-consultant,will perform eleven(11)coring/borings to 15'depth,+/- 5' below the existing sewer inverts, lab testing, and analysis.A report will confirm the suitability of the proposed construction methods, groundwater, shoring requirements (soil parameters for contractor's use in designing the open trench shoring) and other soil parameters for the sewer design as required.Note no pavement replacement Harris&Associates I Scope of Services and Schedule sections are included since it is assumed that the proposed pavement sections will likely be 1-inch thicker than the existing section noted in LOR's cores.Cold patch AC will be used to resurface the core holes. Phase 2 - PreliminaryDesign and PS&E Construction Document Preparation A. Preliminary Design A preliminary design will be prepared to identify the proposed approach for completing the design of each sewer improvement location. The preliminary design investigation will include the following: • A summary of each project location defining current deficiencies, and recommended alternatives for resolving the deficiencies of the existing sewers. • Analysis of potential alternatives including feasibility, construction impacts, and costs. • 50%preliminary drawings of the recommended improvements. Once the preliminary engineering and recommended approaches are approved by City staff, the final engineering will advance and refine the concepts developed in the preliminary design phase,to completion of the final construction documents. The work will include detailed construction plans, specifications, and cost estimates for the project, suitable for bidding purposes. B. Optional UPotholing(C-Below) C-Below,Harris'sub-consultant,will perform up to ten(10)utility potholes at critical utility crossing locations where either the upsizing of the sewer pipe or the re-profiling of the sewer pipe comes close to the existing utility and/or its concrete backfill/bedding.Cold patch AC will be used to resurface the core holes. C. Construction Drawings Construction drawings will be developed to the 90% and 100%levels for City and LACDPW's review. The plans will be prepared using LACDPW's standard title block in AutoCAD format. The anticipated list of drawings is as follows: 1. One (1)Title Sheet with Project Index Map,sheet index, etc. 2. One (1) General Notes,LACDPW Notes,Symbols and Abbreviations Sheet,if required 3. One (1) typical sections &details sheet (combine with notes sheet,if possible) 4. Up to ten (10) sewer improvement plan and profile sheets (1"= 20'scale) 5. Up to six (6) traffic control plan sheets (1"= 40'scale) Total=up to nineteen(19)sheets D. Technical Specifications Special provisions,in"Green Book format,"in conformance with LACDPW requirements, describing the project related issues and the technical requirements, including bypass pumping requirements, will be prepared. The special provisions will describe special design and coordination features of the project as well as provide requirements for materials, equipment, installation and workmanship.A bid schedule will also be prepared which will be broken out into sufficiently detailed tasks to assist in evaluating the bids and preparing progress payments.City furnished front end contract and insurance documents,as well as a reduced set of drawings will be included to complete the specification package. The work will be submitted on a CD in Microsoft Word format.
