WHEREAS , THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS : Section 1 : That there are exceptional or extraordinary circumstances and conditions applicable to the property involved which do not apply generally to other properties in the same zoning district , in that the lots are constrained by unusual topography and the rear property lined are parallel to a state highway. Section 2 : That there are special circumstances which unreasonably restrict the applicant ' s ability to develop the property in conformance with City development regulations , in that Western Avenue is at a higher elevation than the subject properties minimizing privacy . Section 3 : That the granting of the Variance will not be materially detrimental to the public welfare or injurious to property and improvements in the area in which the property is located, since the fencing does not impair the views or privacy enjoyed by surrounding properties . Section 4 : That the granting of the Variance will not be contrary to the objectives of the General Plan, since the height of the fencing will provide the property owners with additional privacy, and reduce glare and noise generated by traffic on the adjacent state highway. • Section 5 : For the foregoing reasons , the Planning Commission of the City of Rancho Palos Verdes hereby approves Variance No . 222 , subject to conditions in Exhibit "A" , for fencing exceeding six (6) feet in height located at 27600 , 27604 , 27612 , 27624 , 27630 , 27654 , Tarrasa Drive .
