PC RES 1988-041 P.C. RESOLUTION NO. 88-41 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DENYING THE APPEAL OF HEIGHT VARIATION NO. 529 THEREBY APPROVING THE PROJECT AT 29010 MAPLEPARK DRIVE. WHEREAS , the Director of Environmental Services approved Height Variation No . 529 for a two story addition located at 29010 Maplepark Drive; and WHEREAS , on April 1 , 1988, Beatrice Rosof et .al. filed an appeal with the Planning Commission within 15 days of the decision of the Director of Environmental Services ; and WHEREAS , on June 28, 1988, the Planning Commission heard the appeal at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE , THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1 : That the proposed structure is designed and situated in such a manner as to minimize view obstruction since the addition is located to the rear of the existing structure and has been designed with a hipped roof . In addition, as condition of approval , the landowner shall remove the three large trees on the property and the mature shrubs in the northeast corner of the lot to restore a significant portion of ocean view for properties upslope. The landowner shall also submit a Covenant Agreement Running with the Land to maintain all existing and future vegetation on the property so as not to exceed 16 feet. Section 2: That any view impairment for the portion of the proposed addition over sixteen feet high does not significantly impair the primary view from the four properties east of the subject parcel which were identified as having a view over the subject parcel as set forth in the City's Development Code. Section 3 : That the proposed structure is not located on a ridge or promontory. Section 4 : That the structure does not significantly impair a view or vista from public property (parks , major thoroughfare , bikeways , walkways , equestrian trails , etc . ) which has been identified in the City's General Plan , Coastal Specific Plan, or City-approved viewing areas . Section 5 : That there is no significant cumulative impact caused by granting the application. Section 6 : That after consideration of the appeal of height Variation No . 529 on June 28, 1988, the Planning Commission denied the appeal and thereby approved the project at 29010 Maplepark Drive subject to the condition of approval required by Staff.
