NO. 87- 76 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING CONDITIONAL USE PERMIT 132 TO ALLOW MULIPLE USES TO OPERATE AT THE MIRALESTE ELEMENTARY SCHOOL LOCATED AT 6245 VIA CANADA WHEREAS, on December 8, 1987 , a public hearing was held at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS; Section 1 : The site is adequate to accommodate the proposed uses . Section 2 : The site is adequately served for access and parking by Pars Verdes Drive East, Via Canada, and Picardie Road. Section 3 : There will be no adverse effects upon adjacent properties as the project has been conditioned to mitigate any adverse impacts . Section 4 : The proposed uses are not contrary to the General Plan. Section 5 : For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby approves Conditional Use Permit No. 132; subject to conditions contained in Exhibit A, attached hereto. The following use of the facility shall be limited to the following uses : a . Altamira Editions ( 1 artist) b. Art Young Designs ( storage only) c . Carson Gladston Studio ( 2 artists) d. First Church of Christ (meetings , services ) e . Harbor Foundation for the Retarded (preschool) f . Karen Van Lone Studio ( 1 artist) g. L.A. Harbor College (preschool ) h. Peninsula School of Performing Arts (dance/piano) i . Roberta Goodman Performing Arts (painting/drawing) j . Vicki Hoffman Art Studio ( 1 artist) k. Bay View Baptist Church (meetings , services ) 2 . The activity, hours of operation and number of participants shall be limited as detailed in the attached use descriptions . Temporary/interim uses shall be approved in advance by the Director of Environmental Services as deemed appropriate provided that no such uses in combination with other permitted uses would not exceed existing facility parking. Subleases shall not be permitted or allowed. 3 . A revised on-site parking lot plan shall be approved by the Department of Environmental Services . The parking lot plan shall require a slurry seal and stall restriping in accordance with current parking lot design standards . Total facility parking shall be defined with approval of this plan and it shall also include the twelve ( 12 ) parking spaces along Picardie Road. No overflow parking shall occur off the facility. 4 . The following improvements shall be made to the existing property: a . The chain link fence along the north property line, adjacent to the parking lot, shall be repaired. b. Trash enclosures shall be built to City specifications . Said enclosures shall be designed to be architecturally compatible with the main building. c . The property shall be maintained in a clean and orderly manner . d. All exterior box-cabinets shall be completely and permanently enclosed. 5 . All illegal signs on the property shall be removed. A comprehensive sign program for the entire facility shall be submitted for approval . Said sign program shall include signs Resolution P.C. No. 87-76 Page 2 111 !IP that are consistent in design, color and material . 6 . All of the above improvements to the property shall commence no later than 60 days from date of the C.U.P. approval . All work shall be completed within six ( 6 ) months from this approval . 7 . All activities for the facility shall terminate no later than 10 : 00 p.m. On Sunday, church activities shall terminate no later than 7 : 30 p.m. 8 . Participants of the various uses/activities shall be encouraged to utilize carpools whenever possible . 9 . All conditions shall be complied with and maintained in a good faith effort from the applicant . This approval may be revoked by the Director of Environmental Services if found in non- compliance with any of these conditions of approval . 10 . This use permit is valid for one year . The Planning Commission may grant an extension of this use permit prior to its expiration . 11 . A drainage plan must submitted for the Director of Environ- mental Services approval .
