PC RES 1987-045 111 RESOLUTION P.C. NO. 87 - 45 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING CONDITIONAL USE PERMIT NO. 121 FOR DAY CARE AT MIRA CATALINA ELEMENTARY SCHOOL . WHEREAS , the YMCA and Palos Verdes Peninsula Unified School District has made application to allow an existing day care facility at 30511 Lucania Drive , Mira Catalina Elementary School; and WHEREAS , after a public hearing was held on August 25 , 1987 , at which time all interested parties were given an opportunity to be heard and present evidence . NOW, THEREFORE , THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS : Section 1 : That the site is adequate in size and shape to accommodate the proposed uses if on-site parking space designations are provided; Section 2 : That the site for the proposed use relates to Crest Road and Lucania Drive , which are properly designed to carry the type and quantity of traffic generated by the subject use; Section 3 : That there will be no adverse effects upon adjacent properties or the permitted use thereof; Section 4 : That the proposed uses are not contrary to the General Plan. Section 5 : For the foregoing reasons , the Planning Commission of the City of Rancho Palos Verdes hereby approves Conditional Use Permit No . 121 , subject to conditions contained in Exhibit A, attached hereto and made a part hereof which are deemed necessary to protect the public health , safety and general welfare in the area . No . 87 - 45 Page 1 111 EXHIBIT "A" Conditional Use Permit No . 121 is approved subject to the following conditions : 1 . All necessary permits from the State Department of Social Services must be obtained and copies submitted to the Director of Environmental Services . 2 . A City business license must be obtained . 3. Proof of compliance with State Fire Marshall standards must be obtained and copies submitted to the Director of Environmental Services . 4 . One on-site parking space , designated with signage , must be provided for each YMCA employee . 5 . An on-site loading/unloading area must be provided . 6 . Any proposal to add or expand trailers or other buildings requires review by the Planning Commission . 7 . Lighting shall be limited to two - 60 watt exterior fixtures , one on the south side of the building and one on the north below the eave line only. Lighting shall be shut off when all activities on the site cease or 9 : 00 p.m. , whichever is later . 8. The exterior of the portable building and other facilities shall be maintained in a neat and clean manner at all times . 9 . No signage is allowed with this approval . 10. The hours of operation shall be 7 :00 a .m. to 9 : 00 p.m. 11 . The parking lot must be restriped and expanded if necessary to accommodate a minimum of 35 parking spaces , plus 1 handicapped space . Head-in parking stalls shall be a minimum of 9 feet wide by 20 feet long. Compact stalls , a maximum of 20% of the total number of spaces , shall be a minimum of 8 feet wide by 15 feet 6 inches long. Parallel stalls shall be a minimum of 9 feet wide by 22 feet long . A parking lot plan shall be submitted to the Director of Environmental Services for review and approval . 12 . This approval may be revoked by the Planning Commission should any of the above conditions not be carried out in a good faith manner . Resolution P.C. No . 87 - 45 Page 2
