NO. 87- 42 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING AN AMENDMENT TO CONDITIONAL USE PERMIT NO. 41 TO ALLOW CONSTRUCTION OF A TOTAL OF 1,629 SQUARE FEET OF BUILDING ADDITIONS AND THE ERECTION OF HANDRAILING AND WINDSCREENING FOR VARIOUS ROOF TOP DECKS AT 5801 CRESTRIDGE ROAD. WHEREAS, the Canterbury Episcopal Home has requested approval of: (1) a 1389 sq. ft. multi -use room on the roof deck of "D" Building, (2) a 240 sq. ft. lounge addition at the northern end of "E" Building, (3) erection of a wrought iron handrail around the 2nd floor roof deck at the skilled nursing facility, and (4) erection of a 6 foot high clear plexiglass windscreen around the remaining roof top deck of "D" Building; located at the Canterbury Gardens, 5801 Crestridge Road, Rancho Palos Verdes; and WHEREAS, after notice pursuant to the City's Development Code, public hearings were conducted on March 24, May 12, and August 11, 1987, at which times all interested parties were invited to attend and give testimony. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That the subject property is adequate in size and shape to accommodate the proposed additions; in that the majority of the additions are located on the roof of an existing building with only 240 square feet of addition occurring on grade. All setback requirements for the Institutional Zone are exceeded. Section 2: That the subject property is accessed from Crestridge Road, a fully improved public right-of-way, and that the proposed room additions will not create impact by additional traffic via community functions, subject to the conditions of Exhibit "A", attached hereto and made a part hereof by reference. Section 3: That the proposed additions will not adversely affect adjacent or surrounding properties; in that there will be no view obstruction resulting from said additions, nor will there result in a significant increase in traffic on Crestridge Road from on-site activities. Section 4: That the proposed additions will not alter the nature of the existing land use, which is in compliance with the City's General Plan and Zoning land use regulations. Resolution P.C. No. 87 - 42 6 Section 5: That the proposed additions are Categorically Exempt under Section 15301 of CEQA. Section 6: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby approves the amendment to Conditional Use Permit No. 41, subject to the conditions contained in Exhibit "A", attached hereto and made a part hereof, which are necessary to protect the public health, safety and welfare. No. 87 - 42 Page 2 EXHIBIT "A" This amendment to Conditional Use Permit No. 41 is approved subject to the following conditions: 1. This approval shall expire one (1) year from the date of adoption of this Resolution, unless application for building permits is made. The Planning Commission may grant extensions if requested prior to expiration. 2. The exteriors of the two (2) room additions shall match the existing buildings in color, materials and textures. 3. The maximum height of the 1,389 square foot multi -use room (including storage room) on "D" building shall not exceed 10' 6" measured from the existing roof deck. 4. The maximum height of the 240 square foot lounge addition at the northern end of "E" Building shall not exceed 10' 6" measured from existing grade. 5. All construction of the room additions shall be in substantial compliance with the plans reviewed and approved by the Planning Commission. 6. The glass windscreening for the "D" Building roof top deck shall not exceed six (6) feet in height and shall be non - reflective (5% or less). 7. If special events, meetings, or similar functions are scheduled or sponsored by outside organizations and attendance exceeds 100 (the capacity calculated for the useable area of the new addition and adjacent lounge areas), a Special Use Permit shall be applied for and approved. 8. Condition No. 15 of Resolution P.C. No. 78-53 is revised to read: Resident auto ownership is limited to 80 cars. 9. No exterior lighting shall be added to the upper floor ' decks . 10. A parking plan showing the placement of six additional parking spaces on the property shall be approved by the Director of Environmental Services and said approved parking spaces shall be provided by the end of construction of the approved additions.
