RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING GRADING APPLICATION
NO. 1040 AT 1700 WESTMONT DRIVE.
WHEREAS, Wickliff and Company has requested a Grading
Application to place 110,000 cubic yards of earth at 1700 Westmont
Avenue.
WHEREAS, after notice pursuant to the City's Development
Code, a hearing was held on August 11, 1987, at which time all
interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the grading operation is not contrary to the
intent of the Grading Section 17.050.070 of the City's Development
Code since it does not cause any negative impacts on the public
health, safety and general welfare.
Section 2: That the granting of the Grading Application will
not be contrary to the objectives of the General Plan, since the
grading will create a flat area as previously existed on the site
in 1977 and will not negatively impact the visual quality of the
area.
Section 3: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Grading Permit No. 1040 subject to the attached conditions marked
in Exhibit "A", which are necessary to protect the health, safety,
and general welfare of the area.
PASSED, APPROVED and ADOPTED this 11th day of August, 1987.

EXHIBIT "A"
1. The site needs to be fenced by the applicant to prohibit
entry to the site during the operation.
2. The top two (2) feet of material shall be adequate to support
and sustain plant growth. Soils reports verifying that shall
be submitted to the Director of Environmental Services. If
necessary, soil amendments shall be added.
3. Only the fill material from the construction site at 28939
Western is permitted to be placed at the Westmont site.
4. A transport plan from the excavation and placement operation
shall be approved by the Director of Public Works. This plan
must include provisions to provide for traffic control and
signing, flag men, staging area, daily clean-up of the public
right-of-way which may include daily sweeping or whatever is
deemed necessary.
5. A geology/soils report shall be submitted and approved by the
City Geologist. A drainage plan shall be included as part of
that submittal.
6. The compaction of the site must meet the requirements of the
City Engineer, building official, and geologist for use as
open space recreational.
7. All of the recommendations made by the City Engineer,
building official, geologist and Public Works Director during
their ongoing review of the project shall be incorporated
into the approved plans.
8. Any dust nuisance caused by the grading operation shall be
mitigated by cleaning, sweeping and sprinkling with water, or
other means as necessary and approved by the Director of
Environmental Services.
9. A time schedule and construction plan for the operation shall
be submitted which shows specific stages, inspections, site
facilities and improvement, and application of erosion
control to include hydroseed (mix to be approved by the
Director of Environmental Services).
10. The applicant must submit a Grading Permit Bond in the amount
of $110,000 to insure that the grading proposal is executed
as approved.

11. The applicant must accept the responsibility for any damage
to public and private facilities caused by this grading.
12. The applicant must obtain appropriate Caltrans clearances, if
necessary.
