PC RES 1986-039 y ' RESOLUTION P.C. NO. 86 - 39 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING WITH CONDITIONS GRADING APPLICATION NO. 954. WHEREAS, Mr. Robert DeLossa has requested approval of a grading application to allow existing terracing and landscaping on an extreme slope to remain at 2345 Sparta; and WHEREAS, a hearing was held on Wednesday, November 12, 1986, at which time all interested parties were given an opportunity to be heard and present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That the granting of such a grading application, with conditions, allows reasonable development of the land and minimizes hazard which may be caused by fire and/or erosion. Section 2: That the granting of such a grading application will ensure the maximum preservation of the natural scenic character of the area, while allowing reasonable enjoyment of the property. Section 3: That the proposed project, with conditions, complies with the goals and intent of the General Plan. Section 4: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby approves Grading Application No. 954, subject to the conditions outlined in "Exhibit A". NO. 86 - 39 • EXHIBIT "A" CONDITIONS OF APPROVAL GRADING NO. 954 1. Grading within "phase 1" shall be permitted subject to geologic and engineering approval from the Building and Safety Division. "Phase 1" lies between grade elevations 79 and 100. 2. Terracing within "phase 2" between grade elevations 66 and 79 shall be returned to as natural appearing and safe a grade as possible based upon geologic and engineering approval. The railroad ties may remain in "phase 2" only if their removal is determined by the City to be a safety hazard. 3. The applicant shall be required to submit geologic and engineering studies to the City for review and approval prior to any restoration activity. 4. All of "phase 2" and the lower portion of "phase 1" shall be replanted with drought tolerant and/or appropriate native species consistent with the intent of the Natural Overlay. A landscaping plan for both phases shall be submitted for City staff review and approval. 5. These conditions are to be met within 9 months of the date of approval.
