NO. 80- 20 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES GRANTING AN AMENDMENT TO THE SITE PLAN OF CONDITIONAL USE PERMIT NO. 29 FOR A RECREATION AREA IN A RESIDENTIAL PLANNED DEVELOPMENT IN A MULTIPLE FAMILY DISTRICT WHEREAS, Dana Kemp has requested a revision to the approved site plan of Conditional Use Permit No. 29 to allow development of a recreational area in- cluding pool, spa, dressing room, and deck, located northwest of the intersec- tion of Ocean Crest Drive and Island View Drive. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That the proposed recreational area is permitted within the residential development pursuaht to the Development Code. Section 2: That the 11.07 acre site is located at the northwest corner of Ocean Crest Drive and Island View Drive and is of adequate size and configura- tion to allow for the recreation area in conjunction with the residential develop- ment. Section 3: That given the project's location, site design and conditions imposed through this permit, the granting of this revision to Conditional Use Permit No. 29 will not significantly adversely affect the peace, health, safety, or general welfare of the area, nor will it be materially detrimental to property values, jeopardize, endanger or otherwise constitute a menace to the public health, safety, and welfare of persons in the surrounding area. Section 4: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby grants a revision to Conditional Use Permit No. 29 for the use described herein, subject to the conditions contained in Exhibit "A", which are necessary to protect the public health, safety, and general welfare in the area. That a lot line adjustment be approved by the City that would locate the entire project (recreation area) within lot 24. 2. That a landscape plan be submitted to the Director of Planning which shall include, but not be limited to, lighting, walls, landscaping, irrigation and additional berming and landscaping to create a buffer between unit 23 and the recreation, which will include review for view obstruction. 3. That final plans for the project be reviewed and approved by the City Engineer (Building and Safety, Geology, Design Division) and the Director of Planning. 4. That the Covenants, Conditions and Restrictions be revised to include the maintenance of the recreation area. 5. That the pool hours, including lights and equipment, be restricted from 9:00 a.m. to 9:00 p.m. through changes to the Covenants, Condi- tions and Restrictions. 6. That final site plans including elevations and grading be submitted to the Director of Planning for approval. 7. That solar power be used as the primary source for pool heating, that the solar panels be oriented to maximize solar access, and that con- ventional gas heat be used only as a backup system. 8. That this revision to Conditional Use Permit No. 29 expires one year from the date of approval unless plans are approved. 9. That a lighting plan be submitted to the Director of Planning for approval and that there be no off-site illumination of any light source., Resolution P.C. No. 80-20
