NO. 79-19 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES GRANTING CONDITIONAL USE PER- MIT NO. 54 FOR ADDITIONS AND IMPROVEMENTS TO THE PALOS VERDES COMMUNITY ARTS CENTER LOCATED AT 5504 WEST CRESTRIDGE ROAD WHEREAS, the Palos Verdes Community Arts Center Association has requested a conditional use permit for improvements and additions to the Palos Verdes Arts Center to accommodate art and art -education activities sponsored by the Arts Asso- ciation and the Center is located in an Institutional zoning district; and WHEREAS, this use is permitted pursuant to Section 9711 of the City's Development Code; and WHEREAS, after notice issued pursuant to the provisions of the City's Development Code, a public hearing was held on November 13, 1979 at which time all interested parties were given an opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That the proposed use is permitted in any zone, subject to the issuance of a conditional use permit. Section 2: That given the project's location, design, adjacent uses, and lot configuration and size, the -site is adequate to accommodate the proposed use. Section 3: That the site is presently served by Crestridge Road, which is an improved public road. Section 4: That the subject use, with safeguards and conditions imposed by this permit, will cause no significant adverse effects to adjacent properties or the permitted uses thereof. Further, the Planning Commission does hereby de- clare that a negative declaration was granted in compliance with City and State guidelines and that the Commission has reviewed and considered the contents of the initial study and negative declaration in reaching its decision. The Planning Commission further finds that the approval of this conditional use permit will not result in a significant adverse environmental impact. Section 5: That the subject use is in conformity with the General Plan, which designates the site as appropriate for institutional uses. -Section 6: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby grants approval of Conditional Use Permit No. 54 subject to the conditions found in Exhibit "A" which are necessary to protect and preserve the health, safety, and general welfare of the area. Hightower Director of Planning and Secretary to the Commission EXHIBIT "A" CONDITIONAL USE PERMIT NO. 54 IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS: 1. A lighting plan with all existing and any proposed lighting must be sub- mitted to the Director of Planning for review. All lighting shall be located below the eave line of roof of any structures. All lighting shall be tilted or shielded to prevent off-site viewing or illumination. A lighting schedule shall be submitted to the Director of Planning. 2. This approval expires one (1) year from this date unless permits have been applied for. 3. Final site, grading, building and landscape plans shall be submitted to the Director of Planning prior to request for construction permits. 4. The landscape plan shall include but not be limited to plant materials, irrigation, signs, fences and walls, and exterior lighting. The landscape plan shall be designed to adequately reduce the visual impact of the class- room from Crenshaw Boulevard. 5. Within thirty (30) days of the receipt of the signed resolution and condi- tions the applicant shall read and state in writing that he understands and agrees to said conditions. 6. Loading dock/trash receptacle area shall be screened from public view with a six-foot slumpstone wall with gate(s) of a solid material. Design shall be submitted to the Director of'Planning prior to issuance of permits. 7. The developer shall make a cash deposit to guarantee construction of one- half of a landscaped median (adjacent to the development site) pursuant to the specifications of the Public Works Director. 8. The center classroom improvements shall be for the sole use of the Palos Verdes Community Arts Association for art and art -related activities. 9. The parking stalls shall be restriped and maintained to the satisfaction of the Director of Planning. Resolution P.C. No. 79-19
