NO. 79-1 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES AMENDING CONDITIONAL USE PERMIT NO. 37 FOR THE IMPROVEMENT OF A COM- MERCIAL FACILITY IN A COMMERCIAL RECREATIONAL ZONE WHEREAS, Hanna -Barbara Marineland has requested an amendment to Condi- tional Use Permit No. 37 to allow for the construction of additional parking lots; and WHEREAS, the commercial facility is located at 6610 Palos Verdes Drive South, which is in a Commercial Recreation zone (CR); and WHEREAS, the Planning Commission has reviewed the request at the regu- lar meeting of January 23, 1979, at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That the proposed improvements include grading, construction, and landscaping for two parking lots that will accommodate 916+ additional cars. Section 2: That the potential need for the proposed improvements was established by condition no. 5 of Resolution P.C. No. 78-26. Further, that the peak daily attendance has equalled or surpassed the number established in said condition. Section 3: That the proposed improvements are permitted in'a Commercial Recreation zone, subject to a conditional use permit. Section 4: That the property is adequate in size and shape to accommo- date the proposed parking facilities, that all setbacks are adequate, and that landscaping is required. Section 5: That the site is served by Palos Verdes Drive South, which is classified as an improved arterial street and is designed to carry the type and quantity of traffic generated by the facility. Further, that the proposed improve- ments will not generate additional traffic. Section 6: That the proposed project will not result in any significant effects on the subject property or adjacent properties or to the permitted uses thereof. Further, that an Initial Study was prepared which determined that no sig- nificant impacts would result. Section 7: That the proposed project does not conflict with the General Plan or Coastal Plan, which designates the site as being appropriate for said use. Section 8: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby grants approval of an amendment to Conditional Use Permit No. 37, subject to the conditions found in Exhibit "A", which are neces- sary to protect and preserve the health, safety and general welfare in the area and to mitigate potential significant adverse environmental impacts. APPROVED and ADOPTED this 23rd day of January , 1979. Secretary to the Commission EXHIBIT "A" An amendment to Conditional Use Permit No. 37 is hereby approved subject to the following conditions: 1. This conditional use permit amendment shall expire within one (1) year unless the project has been initiated. 2. All final site, grading, landscaping, irrigation and lighting plans shall be approved by the Director of Planning prior to issuance of construction permits. 3. The landscape plan shall be designed to visually buffer the proposed parking lots yet preserve the view corridor as established in the City's Coastal Plan. 4. Since Coastal Commission approval may be required, the applicant shall obtain necessary permits, if applicable. S. Within thirty (30) days of this date, the applicant shall submit a written statement certifying that all of the above conditions are understood and agreed upon. Resolution P.C. No. 79-1
