A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING TENTATIVE PARCEL MAP NO. 6515 WHEREAS, Tentative Parcel Map No. 6515 has been filed, which would split the existing lot located at 5375 Rolling Ridge Road, into two lots identified as Parcel 1 and Parcel 2, each having a minimum area of 30, 000 square feet; and WHEREAS, Pursuant to the Subdivision Ordinance of the City of Rancho Palos Verdes, the Planning Commission considered on April 27, 1976 the Tentative Parcel Map; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That Tentative Parcel Map No. 6515 does not violate the standards for tentative subdivision maps as pro- mulgated in Section 91012 A of the City of Rancho Palos Verdes Subdivision Ordinance. Section 2: That Tentative Parcel Map No. 6515 is in compliance with the Development Code of the City of Rancho Palos Verdes. Section 3 : For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby grants approval of Tentative Parcel Map No. 6515 subject to the con- ditions, restrictions , and conditions marked "Exhibit A" , which are necessary to protect and preserve the health, safety, and general welfare in the area. The Los Angeles County Department of Health Services re- commends that sanitary sewers be installed to serve pro- posed Parcel Map No. 6515. The owner' s statement indicates that domestic water will be supplied by California Water Service Company. FLOOD CONTROL DISTRICT 14 . The Subdivision is reasonably free of flood hazard from channels and streams under the Flood Control District' s jurisdiction. Refer to the report of the City Engineer concerning local drainage. • "EXHIBIT A" 1. This approval expires 12 months from the date of approval of this parcel map by the City of Rancho Palos Verdes. PLANNING 2. That a Park and Recreation fee of $ 911.27be assessed against the Parcel Map, such fee to be paid to the City prior to the issuance of the Certificate of Compliance. 3. This Parcel Map must be found in conformance with the City of Rancho Palos Verdes' General Plan per Section 66473.5, and Items A through G, Section 66474, and it should be determined that no violation of sewer discharge requirements would occur per Section 66474.6 of the Subdivision Map Act. 4. Provide sufficient area for both lots to conform with the requirements of the existing zoning. 5. It is recommended that the off-site access be delineated on the final map. 6. It is also recommended that prior to filing a parcel map, submit a letter to the Commission, agreeing to provide at least 15 feet of pavement within the single access strip serving Parcel 2. The maximum allowable grade for this driveway is 15%. CITY ENGINEER - MAPPING DIVISION 7. Easements shall not be granted or recorded within areas proposed to be granted, dedicated, or offered for dedication for public streets or highways, access rights, building restriction rights, or other easements until after the final parcel map is filed with the County Recorder unless such easements are subordinated to the proposed grant or dedication. If easements are granted after the date of tentative approval, a subordination must be executed by the easement holder prior to the filing of the final parcel map. A final parcel map prepared by, or under the direction of, a Registered Civil Engineer of Licensed Land Surveyor must be processed through this Department prior:;:to being filed with the County Recorder. Prior to submitting the parcel map to the City Engineer for his examination pursuant to Section 66450 of the Government Code, obtain clearances from all affected Departments and Divisions including a clearance from the Subdivision Section of Mapping Division of County Engineer for the following mapping items: mathematical accuracy, survey analysis, and correctness of certificates and signatures. Submit a preliminary parcel map guarantee if grants, dedi- cations, or offers of dedication are to be made by certificate on the parcel map. A final parcel map guarantee will be required at the time of filing of the parcel map with the County Recorder. CITY ENGINEER - GEOLOGY SECTION 8. Information applicable to this division of land: A geology and/or soils report may be required prior to the approval of building and/or grading plans. 10 CITY ENGINEER - SANITATION DIVISION 9. Approval of this land division is contingent upon the installation and dedication of local main line sewers and separate house laterals to serve each lot of the land division. The subdivider shall consult the Sanitation Division of the Department of City Engineer to determine the sewer design requirements. Easements are tentatively required, subject to review by the City Engineer to determine the final locations and requirements. The discharge of sewage from this land division into the public sewer system will not violate the requirements of the California Regional Water Quality Control Board pursuant to Division 7 (Commencing with Sec. 13000) of the Water Code. CITY ENGINEER - DESIGN DIVISION 10. Portions of the property are subject to sheet overflow and high velocity scouring action. Prior to the issuance of building permits, plans must be approved to: a. Eliminate the sheet overflow or elevate the floors of the buildings with no openings in the foundation walls to at least 12 inches above the finished pad grade. b. Provide drainage facilities to protect the lots from high velocity scouring action. c. Provide for contributory drainage'from adjoining pro- perties. Approval of this map pertaining to local drainage is recommended. CITY ENGINEER - WATERWORKS & UTILITIES DIVISION 11. The Fire Chief's office advises that under normal operating conditions, the fire flow for this land division map is to be 1250 gpm for a duration of two hours at 20 psig residual. The developer shall file with this Division a statement from the water purveyor indicating that water service will be provided by the water purveyor to each of the lots shown on this land division map. FORESTER AND FIRE WARDEN 12. Provide water mains, fire hydrants, and fire flows as required by the County Forester and Fire Warden for all land shown on the map to be recorded. Provide unobstructed fire protection access easements as required by the Forester and Fire Warden. The private driveways shall be indicated on the final map as "FIRE LANES" and shall be maintained in accordance with the Los Angeles County Fire Code Ordinance No. 2947.
