BACKGROUND: Southern California Edison (SCE) desires to install radio system antenna facilities on the existing Air Touch Cellular antenna pole at City Hall and to locate certain radio equipment in a small closet in the City Hall building. The radio equipment will be used primarily for the routine service of customers in Rancho Palos Verdes as well as for emergency operations. Three cellular telephone companies currently have antenna facilities located on the telephone pole. Each of these companies utilize the antennas as part of their cellular communications network. Customer calls are transmitted using these facilities. Two of the cellular companies pay approximately $22,000 annually for their lease with the City. The third company pays approximately $15,000 annually. Whereas the cellular companies utilize the antenna facilities as an integral part of delivering service to their customers, Southern California Edison will use the facilities for internal company communications only. Currently, SCE can experience a loss of communications with its workers on the Catalina side of the Peninsula as a result of numerous blackout areas. With the addition of these new City Hall facilities, SCE has virtually eliminated these blackout areas, resulting in greater safety and reliability for its customers and employees. Since SCE will be using the facilities for internal communications, rather than in directly generating a profit to the company, staff recommends a reduced annual lease rate of $5,400. FISCAL IMPACT: The proposed annual lease payment of $5,400 was not included in the FY 1994-95 budget. The revenue would increase the City's general fund balance. Respectfully submitted: ��J Brent D.
