ORD 297 ORDINANCE NO. 297
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES REGARDING THE HOURS
WHEN SOLICITATIONS MAY BE CONDUCTED AT
PRIVATE PREMISES AND AMENDING THE RANCHO
PALOS VERDES MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1: Findings. The City's Solicitation
Ordinance originally was adopted in 1974. During the ensuing
twenty years, the City has changed in a number of ways, one of
which is that the City's population generally is older. In
addition, City residents have growing concerns about the crime
and violence which are occurring more frequently in Los Angeles
County. These concerns have been increased by the civil unrest
which occurred in Los Angeles last year.
Reports nationwide indicate that more residents keep
weapons in their homes than in the past. This combination of
events has given rise to a significant concern for the safety of
both residents and solicitors, and creates the potential for
accidental shootings when unknown persons approach homes in the
later evening hours.
For these reasons, the City Council of the City of
Rancho Palos Verdes is adopting an amendment to Section 5.20. 110
of Chapter 5. 04 of Title 5 of the Rancho Palos Verdes Municipal
Code to reduce by one hour the hours when solicitation is
permitted at private property in the evening from 9:00 p.m. to
8: 00 p.m. . This one hour reduction will still allow solicitors
sufficient time to solicit from residents in the evening after
they return home from work while, at the same time, reducing the
potential for accidental shootings which increase with the
lateness of the hour.
Section 2: Section 5.20. 110 of Chapter 5. 04 of
Title 5 of the Rancho Palos Verdes Municipal Code is hereby
amended to read as follows:
5.20. 110 Time of solicitation. No person shall enter
private premises between the hours of eight p.m. and eight a.m.
for the purposes of solicitation, unless that person has been
specifically requested or invited to enter by the owner or
occupant of such premises. Nothing in this section shall be
construed to grant any person permission to enter upon private
property.
