ORD 134 ORDINANCE NO. 134 AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES REGULATING USE OF PARK AND RECREATION.AREAS AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES ORDAIN AS FOLLOWS: SECTION 1. The Title of Article VII of the Rancho Palos Verdes Municipal Code is amended to read: ARTICLE VII. Streets, Parks and Recreational Facilities SECTION 2. Article VII of the Rancho Palos Verdes Municipal Code is amended to add a new Chapter 3 as follows: Chapter 3 - Parks and Recreational Facilities Section 7300. Protection of Flora, Fauna and Public Building and Structures No person other than authorized park employees or City agents in the performance of their duties shall cut, break, dig up, remove, or in any manner injure any plant, animal, public building, structure or contents therein on any park or municipal property. Section 7301. Motorized Vehicles No person shall park or operate any motorized vehicle in any park and/or recreational facility except in designated areas, other than authorized Park employees or City Agents in performance of their duties. Section 7302. Hours of Operation No person shall remain in any park or municipal building one hour after sundown to an hour before sunrise, unless attending or participating in City authorized activities. Section 7303. Motorized or Radio-Controlled Models No person shall operate any motorized or radio-controlled model in a park except in areas designated for such use, or upon written authorization from the Director of Parks and Recreation. In deciding whether to grant such authorization, the Director of Parks & Recreation shall consider time of day, relative crowding of the area requested, factors of public safety, availability of areas approved for such activities, and any other factor relevant to the welfare of those utilizing park or recreational facilities. Section 7304. Dogs and Pets No person may bring a dog or any other pet unless authorized by the Director of Parks and Recreation, onto any park or portion of a park unless said animal is restrained by a substantial chain or leash not exceeding six (6) ,feet in length and is in the charge, care, custody and control of said person. No person may bring a dog or any other pet unless authorized by the y Director of Parks and Recreation onto a golf course or designated play area under any circumstances. Section 7305. Littering No person shall throw, place or dispose of any refuse, garbage, waste paper, or bottles or cans, in any place in a park other than into a garbage can or other receptacle provided for that purpose. Section 7306. Fires No person shall light or maintain any fire in any park area other than in stoves or fire circles provided in special areas designated for those purposes, except upon written authorization from the Director of Parks and Recreation. In deciding whether to grant such authorization, the Director of Parks and Recreation shall consider time of day, relative crowding of the area requested, factors of public safety, availability of areas approved for such activities, and any other factor relevant to the welfare of these utilizing parks or re- creational facilities. Section 7307. Large Animals No person shall ride or drive or otherwise introduce any horse or other large animal within park areas except on designated trails or unless authorized to do so by the Director of Parks and Recreation. In deciding whether to grant such authorization, the Director of Parks and Recreation shall consider time of day, relative crowding of the area requested, factors of public safety, avail- ability of areas approved for such activities and any other factor relevant to the welfare of those utilizing parks or recreational facilities. SECTION 3. Penalty Any person, who within the boundaries of the City of Rancho Palos Verdes, violates any provision of this Article or any condition of a permit issued pursuant thereto, or any published rule or regulation relating to parks, is guilty of a misdemeanor. Upon conviction thereof, he/she shall be punishable by a fine of not less than twenty-five dollars ($25) nor move than five hundred dollars ($500) or by imprisonment in the County Jail for not less than five (5) days nor more than six (6) months, or by both fine and imprisonment.
