AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES
PROHIBITING THE DISCHARGE OF FIREARMS WITHIN
THE CITY BY ADDING SECTIONS 4100 THROUGH 4103
TO THE CODE AND AMENDING THE RANCHO PALOS -VERDES
MUNICIPAL CODE AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. Chapter 1 of Article IV of the
Rancho Palos Ver es Municipal Code is hereby amended to
add the following sections :
"Section 4100. I
Except as otherwise specified in this Chapter,
a person shall not shoot, fire or discharge, and a
person, firm or corporation shall not cause or per-
mit to be shot, fired or discharged within the
boundaries of the City, any rifle, shotgun, revolver,
or firearm of any kind. "

No shotgun shall be fired to protect agricul-
tural crops without a permit.
A person may apply for a permit to discharge a
shotgun within the City of Rancho Palos Verdes for
the purpose of protecting agricultural crops. No
permit shall be valid for more than six (6) months.
In order to obtain a permit an application must be
submitted to the City Manager containing the follow--
. w
ing:

1) A statement signed by the Agricultural
Commissioner of the County of Los Angeles certify-
ing in writing that the discharge of a shotgun is
the only reasonable method of preventing pigeons
and other birds from damaging agricultural crops .
2) A written statement from the Sheriff of
Los Angeles County stating that he has been notified
in writing of the location in which the proposed
firing will take place and the date thereof. The
Sheriff shall also state any objections that he may
have to the proposed activity.
3) The time(s) and date(s) that a shotgun will
be discharged.
4) The location(s) of the firing.
5) The reason that the firing of a shotgun is
the only reasonable method available to protect
agricultural crops.
6) A statement that the firing will not take
place within one hundred and fifty (150) yards of
any residence and/or one hundred (100) yards of any
public street and/or public facility.
Before issuing a permit, the City Manager
shall determine whether all the provisions of this
Section have been met and that the safety of the
residents of the City is not threatened by the pro-
posed activity."
"Section 4102. Dischar e of Firearms with •

No person shall fire a shotgun before 8:00
A.M. and after 6:00 P.M. , Monday through Friday,
and before 9:00 A.M. and after 6 :00 P.M. on Satur-
day and Sunday. A shotgun must be fired in a safe
and responsible mannerand shall not be discharged
within one hundred and fifty (150) yards of a res-
idence and/or one hundred (100) yards of a public
street and/or public facility. Failure to comply with •
this Section shall result in the immediate revocation
of the permit."
"Section 4103. Dischara2_2LEirearmllpmallz.
The discharge of a firearm in violation of any
of the provisions of Section 4100, 4101 and 4102
shall be a misdemeanor and shall be punishable by a •
fine of not more than five hundred dollars ($500.00)
and/or imprisonment for not more than six (6) months."
Section 2. Tho City of Rancho Palos Verdes has
no firearmITEHaFge ordinance, and individuals are dis-
charging firearms near residences and streets within the
City. The City of Rancho Palos Verdes has developed to
the extent that it is clearly an urban area. In order to
protect the health, safety, and welfare of the community,
the adoption of this Ordinance is necessary as an urgency
measure and shall become effective upon adoption.
