ORD 031U ORDINANCE NO. 31 U AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES REQUIRING EVERY PERSON SELLING GASOLINE OR OTHER MOTOR VEHICLE FUEL TO IMMEDIATELY POST A SIGN INDICATING THE PRICE OF EACH GRADE OF SUCH GASOLINE OR FUEL AND PROHIBITING ANY SUCH PERSON FROM ADVERTISING PRODUCTS WHICH ARE NOT IMMEDIATELY AVAILABLE FOR SALE , I/ DECLARING THE URGENCY THEREOF AND DECLARING THAT THIS ORDINANCE SHALL TAKE EFFECT IMMEDIATELY . THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES HEREBY ORDAINS AS FOLLOWS : Section 1. A new Chapter 7 of Article III of the Rancho Palos Verdes Municipal Code is hereby adopted to read: "Chapter 7 . Business Regulations 3ZQQ. Gasoline Service Stations . (a) Every person offering for sale or selling any gasoline or other motor vehicle fuel to the public from any place of business in the City shall post or display a sign which indicates the actual price per gallon, including all taxes , at which each grade of gasoline or other motor vehicle fuel is currently being sold. (b) No person subject to the provisions of subsection (a) of this section shall advertise any grade of gasoline or other motor vehicle fuel which is not immediately available for sale to the public on the business premises . The posting of a sign which advertises the unavail- ability of a particular fuel and which is as visible to the public as the gasoline price signs required under subsection (a) hereof and posted in conformity with Bus . & Prof. C . §20880 et seq . shall comply with the require- ments of this subsection. Section 2 . As a part of the energy crisis , there I/ is a shortage of gasoline and other motor vehicle fuel and prices have risen dramatically. Motorists are often forced to wait in lines for long periods of time before reaching fuel pumps at service stations , consuming scarce fuel in the process . If fuel prices are not conspicuously posted so that they are visible from the street , motorists may be misled, and may not wish to pay the fuel prices being charged even after waiting in line. In addition, stations often run out of one or more grades of gasoline . If motorists have no way of knowing this in advance, additional time, money and fuel will be wasted . If this ordinance does not take immediate effect, the public will suffer great inconvenience and expense, and valuable fuel resources will be lost . By reason of the foregoing facts , this ordinance is urgently required for the immediate preservation of the public peace, health, and safety and the same shall take effect immediately upon the passage thereof.
