AN ORDINANCE OF THE CITY OF RANCHO PALOS z
VERDES REGULATING BUILDINGS IN FLOOD HAZARD - ,
AREAS , AMENDING THE BUILDING CODE AND THE
RANCHO PALOS VERDES MUNICIPAL CODE AND
DECLARING THE URGENCY THEREOF.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY ORDAIN AS FOLLOWS :
Section 1. The Building Code and the Rancho Palos
Verdes Municipal Code are hereby amended by adding Section
8102 to the Rancho Palos Verdes Municipal Code to read:
"Section 8102 . Notwithstanding the provisions
of Section 8100, the Building Code is hereby amended
by amending Section 308(a) of Ordinance No. 2225,
of the County of Los Angeles to read:
'Section 308. Prohibited Uses of Building Sites
(a) Flood Hazard. Buildings are not permitted
in an area determined by the County Engineer to be
subject to flood hazard by reason of inundation,
overflow, or erosion. This prohibition shall not
apply when provision is made to eliminate such hazard
to the satisfaction of the County Engineer by pro-
viding adequate drainage facilities, by protective
walls , by suitable fill, by raising the floor level
of the building., by a combination of these methods
or by other means . '"
Section 2. Statement of Urgency. This ordinance
shall take effect immediately upon its adoption. The City
Council declares that it is necessary to the public peace,
health, safety and welfare that this ordinance be adopted
as an urgency measure. The facts constituting the urgency
are: The Federal Insurance Administration of the Department
of Housing and Urban Development requires that every city
wishing to remain eligible for the sale of flood insurance
under the National Flood Insurance Program must conform
their ordinances to the Administrations requirements for
city ordinances by February 24, 1974. The amendment set
forth in Section 1 is necessary to conform the Rancho Palos
Verdes Building Code to the Administration's requirements
for city ordinances .
