ORD 012 ORDINANCE NO. 12
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES ESTABLISHING A PROCEDURE FOR PAYMENT OF OFFICER AND
EMPLOYEE SALARIES AND WAGES AND AMENDING THE RANCHO PALOS
VERDES MUNICIPAL CODE, AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES ORDAIN AS FOLLOWS:
Section 1. Chapter 5 of Article II of the Rancho Palos Verdes Municipal Code
is hereby amended by adding Section 2512 to read as follows:
II/ Section 2512. Wages and Salaries.
Payroll warrants for officers and employees whose compensation has previously
been fixed by the City Council need not be audited by the City Council prior to
payment. Payroll payments are to be made twice a month on the fifth and twentieth
day of each month for the period through the last day of the preceeding month and
the fifteenth of the current month, respectively. Department heads shall certify
or approve departmental payrolls or attendance records for employees in their
departments. The City Clerk shall certify or approve payrolls or attendance
records of other officers and employees. Payrolls shall be presented to the
legislative body for ratification and approval at the first meeting after delivery
of the payroll warrants.
Section 2. Unless this Ordinance takes effect immediately, the City Council
of Rancho Palos Verdes will be unable to properly meet the payroll demands of
the newly incorporated City and such a failure will detrimentally affect the
proper administration of the City's government. This Ordinance is therefore
necessary for the immediate preservation of the public peace, health, and safety
and shall take effect immediately.
